Sheriff pleads guilty
to theft, drug charges
Dallas CPS

SAN ANTONIO (AP) — The Frio County
sheriff has pleaded guilty to felony theft and drug
charges after allegedly pocketing thousands of
dollars confiscated during a 1994 traffic stop and
later trying to sell marijuana to replace the miss
ing money.
In a San Antonio federal
courtroom on Tuesday, Sher
iff Carl Burris said he took
$7,726 confiscated during the
traffic stop and tried selling
about 262 pounds of seized
marijuana in order to replace
the missing money in 1997.
Burris faces a minimum
penalty of five years in prison
for conspiring to distribute i
marijuana and stealing from a
federally funded government.
His conviction will not be
final until his sentencing,
which has not been scheduled.

“Tve been in law enforcement most of my
life,” he said. “When you make a mistake, you
need to stand up, 'fess up to it and let the law take
its course.”
Assistant U.S. Attorney
Ray Jahn said an investiga
tion of unidentified members
of law enforcement in Frio
Qounty, which is located
about 40 miles south of San
Antonio, was ongoing.
Last week, U.S. Magis
trate Judge John Primomo al
lowed Burris to keep his
sidearm because his depart
ment is reportedly short on
deputies and engaged in an
“extensive investigation relat
ing to a triple homicide case.”

ARLINGTON (AP) — A
third sexual assault in a Dallas
suburb is now linked to a man
accused of killing two women.
Dale Devon Scheanette al
ready has been charged in con
nection with two 1996 bathtub
slayings at an Arlington apart
ment complex and a 1999 rape
at an Arlington college.
Charges against Scheanette also
were pending in three other sex
ual assault cases — two in Lan
caster in 1998 and one in Grand
Prairie last year.
Scheanette was the main
suspect in the third Lancaster
attack when police confirmed
the two other assaults a month
ago, said Lancaster police Lt.
Thurman Selman.
“We didn't have enough ev
idence at the time, but we think
it was him,” Selman told the Ar
lington Morning News in
Wednesday’s editions.
Scheanette, held without
bail in the Tarrant County Jail,
has declined interview requests.
One of Scheanette's attor
neys in the capital murder cas
es, Stuart Oliphint, did not
have details on the additional
charges.
“I know that there are sever
al jurisdictions attempting to link
offenses to Mr. Scheanette,” said
Oliphint. “ These are all allega
tions at this point. These are all
nonindicted cases.”
Scheanette is charged with
two counts of capital murder
in the slaying of Christine Vu
and Wendie Prescott. Lancast
er police filed two aggravated
sexual assault charges against
Scheanette with the Dallas
County district attorney’s of
fice on Monday in connection
with two October 1998 attacks
on women.
Scheanette has also been
charged with sexual assaults in
Grand Prairie and at the Uni
versity of Texas — Arlington.
Police are waiting on written
confirmation of the DNA re
sults in the Hunter's Creek at
tack before tiling a third aggra
vated sexual assault charge
against Mr. Scheanette.

DALLAS (AP) — A Dallas Child Pro
tective Services caseworker said the motk
er of a Dallas toddler who climbed outoftk
window of their moving ,car to her dead;
“likely” knew the child had fallen fromtk
car but continued driving home.
“It seems implausible that a motk!
would not notice a healthy active 3-year-oti
moving about the car to the point that she:'
ejected from the vehicle," caseworker Ak
jandra Torres-Muehnick said in an affidavit
seeking to remove the two living childrendt
Norma Suarez and James Estrada.
Amanda Estrada died Sept. 24 aftei
falling out of the car. driven by Suarez, anc
falling onto the pavement of a bridge span
ning the Trinity River. The Dallas Count;
Medical Examiner's Office ruled the dead’
an accident by blunt-force trauma, but there
was no word on whether the child diedupqr
impact with the pavement or by being hit hj
i two cars.
Dallas police and CPS are conducting
vestigations into the incident to see whether
Suarez was negligent.
An attorney representing the family de
nied the allegations.
“These a good, solid people,” GaryP
Krupkin told The Dallas Morning Newsiii
Wednesday’s editions. “The cops and the
CPS are trying to frame the facts in a wat |
that is most beneficial to them. These par
ents are wrongfully accused.”
Amanda's siblings, a 2-year-old girl and
a 6-year-old boy, were placed in a fosteif
home in Dallas County on Friday.
A hearing to determine whether the chif ^
dren will remain in a foster home is sched- :
uled for next week. J

the newspaper, three complaints havebepn
