Three dead in attack
on West Timor office
the East Timor border town of Suai,
said a U.N. force would only enter
with Indonesia’s permission.
Officials at the headquarters of the
U.N. High Commissioner for
Refugees in West Timor’s capital,
Kupang, said contact had been lost
with its besieged office in Atambua.
Agency spokesman Jake Morland
said there were serious fears for their
safety. He said 90 other UNHCR
staff in West Timor were on standby
for possible evacuation in case the vi
olence spread across the province.
The U.N. agency has been deliv
ering aid to an estimated 90,000
refugees who have lingered in bor
dering camps after fleeing violence
in East Timor 12 months ago.
It has regularly complained that
militia gangs, opposed to East Tim
or’s independence from Indonesia,
have attacked its staff and buildings
in West Timor over many months.
Caravel said Wednesday’s riot
erupted a day after the murder of a
refugee in the nearby town of Betun.
He and other witnesses said as many
as 3,000 mourners took the man’s
body to Atambua and staged a
protest outside the UNHCR's office.
It was not immediately clear why
the violence flared or why the U.N.
workers were targeted. However,
witnesses said some crowd mem
bers accused the United Nations of
ignoring their plight.
Six European hostages
to be released on Friday
ZAMBOANGA, Philippines (AP) — Six Europeans held hostage for
months in a southern Philippine jungle will be freed Friday, their Muslim rebel
captors said Wednesday.
Their release would leave one foreigner — an American — and 12 Fil
ipinos in the hands of the Abu Sayyaf rebels.
Rebel commander Ghalib “Robot” Andang telephoned negotiators to noti
fy them of the date of the Europeans’ release, chief government negotiator Robert
Aventajado said.
Andang had promised 10 days ago to free all the Europeans within two
weeks. His rebel faction is holding
two Finns, a French and a German, all
kidnapped April 23 from a Malaysian
diving resort, and two French jour
nalists.
Negotiations for the release of
American Jeffrey Schilling. 24, began
Wednesday, officials said. Schilling is
reportedly being held by a separate
Muslim rebel faction.
Provincial Vice Governor Munib
Estino, appointed by the government to
negotiate for Schilling, traveled
Wednesday to the Abu Sayyaf s camp
on southern Jolo island.
The rebels have not announced their demands for Schilling’s release, al
though rebel spokesman Abu Sabaya has privately demanded $10 million, ne
gotiators said.
“Once I touch the ground, I will know what their demands and sugges
tions are,’ ’ Estino said. The demands will be relayed to the Philippine Cabinet,
and if acceptable, “then the job is finished,” he said.
Estino said he met earlier with U.S. Embassy officials but declined to elab
orate.
Schilling visited the Abu Sayyaf camp on Aug. 28. Philippine reports
said the rebels seized Schilling, who converted to Islam in 1994, during an
argument over religious and political issues.
The Philippine Daily Inquirer said Sabaya invited Schilling to the camp on
Jolo, about 580 miles south of Manila, to discuss weapons purchases.
