HOUSTON (AP) — Voters will decide if a trust fund should be creat ed to cover any financial shortfall in the budget for the 2012 Summer Olympic Games if they are held in Houston. The Houston City Council on Wednesday unanimously called a Nov. 7 ballot referendum on whether the create the trust fund, which would only be enacted if Houston were cho sen as the host city. The ballot question will appear only on ballots within the city of Houston. “Obviously, we’d like it to pass by as large a margin as possible,” George A. DeMontrond III. Houston 2012 Foundation chairman, told the Houston Chronicle for its Thursday editions. The referendum asks voters to al low the state comptroller’s office to divert sales tax directly attributable to Olympic spending — such as a visi tor’s stay in a hotel room during the Games — into an account not to ex ceed $100 million. If the Games do not lose money, the sales tax would be refunded to the city and state, which normally would have received it immediately. This mechanism was the Texas Legislature’s answer to a requirement by the United States Olympic Com mittee that there be an independent party, typically a government, finan cially backing the Games. Houston is one of eight U.S. cities bidding to become the USOC’s can didate city for the 2012 Summer Games. From the U.S. city and a deep pool of foreign candidates, the Internation al Olympic Committee would ulti mately select a host in 2005. Promoters of Houston’s bid to host the Olympic Games say if the vote is successful it would give the city a leg up over most of its competitors, in cluding Dallas, by clearly showing community support. Meanwhile, Dallas is pursuing the purchase of a sort of $100 million in surance policy to cover the city in case of a shortfall. The Grapevine-Colleyville school board on Thursday up held the girls' suspension for vi olating a no-drinking pledge while at an off-canipus ctier- rleading camp. The board also supported the school principal's decision ordering the teens to spend six weeks in the district's alternative education program. AUSTIN (AP) — A former teaching pro with a progressive muscle dis ease will be allowed to use a cart in all U.S. Senior Open Golf tournaments, a federal judge has ruled. JaRo Jones of Baytown, filed a lawsuit against the United States Golf Associ ation, saying denying him a cart violates the Ameri cans with Disabilities Act. U.S. District Judge James R. Nowlin agreed Wednesday, issuing a permanent injunction that allows Jones to use a cart in all U.S. Senior Open tournaments. "This is just super.” Jones said. “This is what 1 hoped for from the very be ginning. All this does is lev el the playing Held to allow me to play at that level.” "Nothing in the rules of golf requires walking." — James R. Nowlin U.S. District Judge The USGA will appeal the injunction, spokesman Marty Parkes said. “The USGA has felt all along that rules in a nation al golf championship should apply equally to all players and that special provisions should not be made for all players." Parkes said. In his ruling, Nowlin said allowing Jones the use of a cart i s a reasonable ac commodation. ' "Nothing in the rules of golf requires walking,” Nowlin wrote.
