"Texas government needs to be
transformed from a bricks and
mortar model that closes after 5
p.m. and on weekends to a virtual
government that serves the citizens
of Texas 24 hours a day, seven days
a week,"Rylander said.
Katie Stavinoha, e-Texas
spokesperson, said one aim of the
program is to make transactions
safe.
"Before e-Texas can be utilized,
it must assure the protection of pri
vacy for its users.
"Safe transactions and tax-form
submission would contribute to
meeting the demands of conve
nience in an inconvenient time,"
Stavinoha said.
A Website, www.e-texas.org, is
available for Texas citizens wishing
to contribute ideas for a virtual
government.

Scott said the continu
ing drop in minority en
rollment is reflected
across the state.
"If you look at the
state as a whole, the num
bers tell us that fewer and
fewer minorities have
been enrolling in Texas
public universities since
this decision has come
out," she said. "However,
the numbers of minori
ties from Texas entering
into college hasn't really
dropped. So, the question
you need to ask yourself
is, 'where are they going
and why?' "
Houston to hold GOP convention
HOUSTON (AP) — Gov. George W.
Bush will not be attending, but Texas Re
publicans are promising one of their
biggest and most upbeat state conventions
ever beginning Thursday.
An estimated 16,000 people were ex
pected at the gathering in Houston,
billed as the country's largest political
convention.
Now that Republicans hold the
state's high-level elected offices, the
Texas GOP enters its convention with a
firm grip on Texas government and an
optimistic outlook.
"The 2000 Republican convention
will be the most energized, united con
vention that we've ever had," predicted
Texas Republican spokesperson Robert
Black.
Although religious conservatives and
moderates within the party have clashed
in the past over issues such as abortion,
controversy is likely to be kept under
wraps this week as Republicans await
Bush's expected selection later this sum
mer as the GOP presidential nominee.
No major changes were expected in the
party's platform, officials said. Once again,
the Log Cabin Republicans, a gay rights po
litical group, will not be permitted to have
an information booth at the convention.
The Log Cabin group planned instead
for an exhibit booth of some sort outside
the George R. Brown Convention Center.

Other organizations were expected to
demonstrate near the convention center.
A much-anticipated appearance by
Bush will not happen. Bush's spokespeo-
ple say he will be out of the state cam-
paigning.
"Texas is solidly Bush country," said Bush
spokesperson Ray Sullivan. "The governor
needs to spend his precious campaignfe
in states like Kentucky and Ohio, where it
will be during the convention."
