Phillips is a professor of civil engi neering at the University of North Dako ta. Phillips has been an engineering edu cator for more than 30 years serving on the faculty at the University of Illi nois, Ohio Northern University and the University of North Dakota. During the past 25 years, approxi mately 25 percent of his time was de voted to private practice in field con struction as a design consultant and in forensic engineering.
