WASHINGTON (AP) — Amtrak,
which nearly grounded its Texas Eagle
just three years ago, is pointing to the
Chicago-to-San Antonio route as one of
the bright spots as it races to meet a con
gressional mandate to be financially self-
sufficient within the next two years.
Amtrak said ridership on the Texas
Eagle is up nearly 17 percent for the lirst
quarter of the fiscal year that began Oct.
1. That is a statistic welcomed by Sen.
Kay Bailey Hutchison, who pressured
the rail service to keep the Eagle alive.
Nationally, ridership was up 1 percent for
the quarter.
Hutchison said she will convene a
hearing, likely in March, to resolve that
conflict.
“If we are not going to be on the same
description of self-sufficiency, then that
could be a disaster,” she said.
Amtrak, which has received federal
subsidies over the past three decades,
could face possible liquidation and a re
structuring of rail service if it fails to
meet the test of self-sufficiency. But
Hutchison suggested Congress would
have to consider providing additional aid
— if the rail system remains a national
one, with routes

independent commission studying Am
trak released a report questioning
w hether the passenger railroad can wean
itself from federal aid by fall 2002 —
the deadline imposed by Congress.
The Amtrak Refonn Council said
Amtrak may be using faulty accounting
methods to determine its bottom line.
If the railroad is forced to change its
calculations it could fall short of meeting
its deadline to be self-sufficient, the re
port said.
Amtrak said it is on track to meet the
deadline. But the council said the railroad's
revenue projections do not include equip
ment depreciation and overhaul costs that
will total $567 million in 2003.
“We have a very important conflict at
this point that we have to resolve,” said
the council’s chairman, Gil Carmichael.

The senator, who has been pressing rail
executives to make the Eagle a daily route,
said she has secured a commitment to in
crease the Eagle to five-day-a-week ser
vice, possibly as early as fall.
Among the 19 Texas cities serv ed by
the Eagle are Austin, Cleburne.
Longview, Marshall, McGregor, Mineo-
la, Longview, San Marcos, Taylor. Tem
ple and Texarkana.
