“My kidneys were stunted in
growth,” she said. “They didn’t
grow as I grew. I was so sick. My
kidneys were the size of a 3- or 4-
year-old’s.”
Her last chance at survival was
something newspapers described
then as the new “medical mira
cle” of kidney transplantation.
“It was a miracle,” Dr. Bruce
Wall of the Dallas Transplant Insti
tute, said. Wall is one of Burt’s
physicians.
“Back in the ’50s, when the
first ones were done, they were
only done for identical twins be
cause we had no anti-rejection
drugs,” he said.
That had changed by the time
Burt’s father was found to be an
eligible donor. He seized the op
portunity.
“Anything to save my daugh
ter,” she said of his attitude at the
time, which was before the days
of organ waiting lists.
It was not even the first time he
had come to her rescue, she said.

life-saving emergency blood trans
fusion when she was a newborn.
Today, Burt is eager to show
visitors a photo of the beloved
man, smiling, cowboy hat
perched atop his head.
“Daddy and 1 were very close,”
she said. “There’s nothing we did
n’t do together.”
But in April 1998, the retired
telephone company switchman
died of lung cancer. Within
weeks, Burt’s kidney — his gift of
life — began to fail, too.
WASHINGTON (.AP) —
Chicago, Louisville and Hous
ton are among the 14 cities se
lected as test communities by
the Department of Housing and
Urban Development (HUD) for
a home building program de
signed to create 1 million new
dwellings over the next 10
years.
Under the pilot program,
each of the cities selected will
receive technical assistance in
the form of trained staff from
HUD to help mayors and home
builders develop approaches to
reduce barriers to new con
struction, HUD secretary An
drew Cuomo said yesterday.
“New homes transform
neighborhoods and transform
lives by attracting residents,
businesses and jobs that cities
need to reverse decades of de
cline,” Cuomo said.
Each of the cities submitted
a plan to HUD officials describ
ing how it intends to stream
line the home building process
in its own community.
For example, in the Louisville
proposal, city officials said they
plan to consolidate all its in
spections, permitting, licensing
and code enforcement functions
into one agency and assist de
velopers in reducing the cost
and time of construction by
waiving certain impact fees.
