Linda Eads, deputy attorney general for litigation, said without rulings like Stickney’s, state offi cials would be summoned into court all the time. She said the state is sued an average of 20 times a day, and she regularly at tends hearings on requests to or der state officials to testify. Minority groups advise families to turn off T.V. AUSTIN (AP) —- Hispanics should reduce how much time their children spend watching tele vision — avoiding shows without positive Hispanic roles — and set aside more time for studying, a mi nority rights group said yesterday. The League of United Latin American Citizens (LULAC) pro posed limiting television time as part of an upcoming plan to im prove Hispanic student perfor mance in Texas public schools, Linda Chavez group district direc tor for central Texas, said. “Prime-time television not only robs our children of valuable study time — it also erodes their positive sense of identity,” Chavez said. The group supported the Na tional Council of La Raza and the NAACP national boycott of the ma jor networks which portray few Hispanic characters. LULAC leaders said they will propose later this year ways to improve Hispanic students’ school performance, including bilingual education and reducing drop-out rates. Hispanics are the state’s fastest growing student group, represent ing 38 percent of the public school population, the group said. The group did not offer specifics yesterday. “Our agenda will consist of re forming and updating the manner in which Texas schools provide ed ucation to all Hispanic children,” Robert Gamboa, LULAC education committee chair, said. “We won’t wait for the school districts to solve problems they have previously failed to address, such as school dropouts,” he said. “We will come up with our own agenda.” Deputy convicted in extortion case McALLEN (AP) — An Hidal go County Sheriff’s deputy has pleaded guilty to taking money from defendants in exchange for fixing cases. Cornelio Garza, 41, was indict ed last month for using his posi tion as a warrant officer to extort money from defendants in crimi nal cases. The indictment alleged he took payments totalling about $36,000 from three different peo ple facing criminal charges in Hi dalgo County. Garza pleaded guilty Tuesday to one count of accepting $10,000 in exchange for promises about a pending court case. He will be sentenced Dec. 7 before U.S. District Judge File- mon Vela and faces up to 20 years in prison. Garza has agreed to make resti tution to the victims, the FBI said in a release yesterday.
