Three people were killed in nearby Kocaeli when a building fell on their car, Istanbul Deputy Gov ernor Ali Cafer Akyuz said. He linked the two latest blasts to fighting in the south ern region of Dagestan, where government troops are battling Islamic rebels who have occupied several vil lages. Interior Minister Vladimir Rushailo said the ex plosions were linked to two warlords in Chechnya who are leading the offensive in Dagestan: Shamil Basayev and Khattab, a Jordanian who goes by one name. Sixty-two families, or 150 people, were registered as living in the building that blew up just before dawn yesterday, but police said there were no estimates of how many were home at the time. The entire building crashed to the ground, its beige bricks crushed to rubble and dust.
