DILI, Indonesia (AP) — Tens of thousands of
refugees fled the capital of East Timor yesterday as
pro-Indonesia militias continued a wave of terror,
torching homes and reportedly slaughtering hun
dreds of civilians.
World leaders indignantly called for Indonesia
to make good on its pledge to provide security in
the provincial capital, Dili. But witnesses said In
donesian troops were aiding the militias and try
ing to intimidate journalists and U.N. workers into
fleeing the territory.
For the first time, a senior Indonesian official ac
knowledged the breakdown in security.
“The situation remains out of contiol,” Gen. Rus-
manhadi, chief of national police,
said in the Indonesian capital of
Jakarta. “The government there is
no longer functioning.”
The city spiraled into chaos af
ter the announcement Saturday
that East Timorese had voted
overwhelmingly in favor of inde
pendence from Indonesia in a
U.N.-supervised referendum.

ulation witli the most gruesome abuses of their
fundamental rights."
Portuguese President Jorge Sampaio said the U.N.
Security Council was responsible for the deteriorat
ing situation.
“The international community, which knows how
to intervene in cases of serious human rights viola
tions, must adopt the same measure under the threat
of witnessing a people's genocide," he said.
