Houston PD under fire over shootings
HOUSTON (AP) — The Hous
ton Police Department, which
came under fire last year over the
controversial killing of a man dur
ing a botched drug raid, has insti
tuted additional training and
formed a review committee to
study questionable shootings.
“We want them to do what they
have to do to survive,” Chief
Clarence Bradford said of the more
than 5,000 officers under his com
mand. But, he added, officers must
understand that “for each round
they discharge, there is account
ability required.”
Bradford has created a Critical In
cident Review Group, composed of
officers and chaired by Assistant
Chief Mike Thaler, to study ques
tionable shootings and recommend
training changes that could improve
how officers handle such situations.
The department also has begun
training some patrol officers in the
use of Tasers, hand-held devices
that deliver an electrical shock. Of
ficers were criticized for not using
such a device on a mentally ill
woman who was shot to death last
month after charging police with a
knife.

PORTLAND, Ore. (AP) — A
federal jury ruled Tuesday that a
Website and “wanted” posters
listing abortion doctors’ names
and addresses amounted to death
threats, ordering the site’s authors
to pay damages of more than $100
million.
Striking a blow to militant on
line tactics in the fight against
abortion, the verdict could rede
fine what is considered constitu
tionally protected political speech.
The anti-abortion materials con
tained no explicit threats of vio
lence, only veiled messages, such
as crossing through the names of
abortion providers who were
killed.
“The jury saw the posters for
what they are — a hit list for ter
rorists,” said Gloria Feldt, the
president of Planned Parenthood,
the main plaintiff in the case.
“Whether these threats are post
ed on trees or on the Internet,
their intent and impact is the
same.”
Defendants had said that they
would not pay any damages, no
matter what the verdict.
One of the defendants, Catherine
Ramey, sobbed as the verdict came
in, after 4 1/2 days of deliberations.
“This is a moral and constitu
tional outrage,” Ramey said after
ward. She criticized the key ruling
by the judge, that defined threat
as something that could be taken
as a threat by a “reasonable per
son,” rather than as something
that made lawless action “immi
nent.”
“There was no threat and they
knew it,” Ramey said. She had
testified that she would not so
