Bush asks Clinton to give disaster relief for flood

Gov. George W. Bush, touring
flood-ravaged areas Tuesday,
asked President Clinton to de
clare 20 Texas counties dis
aster areas from the torren
tial rains and flooding that
has killed 18 people so far.
“I think the thing that struck
me was the empty slabs,”
Bush said after a 35-minute
helicopter ride over the Central
Texas cities of San Marcos,
Seguin and New Braunfels.
Bush said he is seeking ex
pedited disaster relief for: Bas
trop, Bexar, Burleson, Caldwell,
Calhoun, Colorado, Comal, De-
Witt, Fayette, Goliad, Gonzales,
Guadalupe, Hays, Jackson,
Karnes, Refugio, Travis, Victoria,
Wharton and Wilson counties.

If approved by the federal
government, Bush’s request
could provide help for individ
uals and business owners in
the affected counties. That
could include such programs
as disaster housing assis
tance, individual and family
grants, farm assistance, dis
aster unemployment assis
tance and Small Business Ad
ministration disaster loans.
“I know a lot of people's
lives have been turned upside
down,” Bush said. “But help is
on the way.”
“Texas A&M has been working with
the Army and NATO to clean up chem
ical warfare and terrorism using this
bacterial enzyme,” Wild said.
Wild headed a field test in Arcachon,
France, for NATO. The bacterial enzyme
was used to clean outdoor painted
structures. The enzyme detoxified the
paint in 20 minutes.
“We have to generate the right kind
of interest and enthusiasm for field tri
als,” Wild said.
Another field trial to occur in Ger

zyme in a controlled situation com
bined with firefighter foam because
firefighters are now working on meth
ods to detect and clean up chemicals
through a program called HAZMAT,
Hazardous Materials.
In a write-up provided by Wild, the
studies found “large-scale tests in fire
fighting solutions demonstrated a
greater than 99 percent destruction [of
the chemicals] in 15 to 30 minutes.”
"We ultimately want to use it (the
enzyme) in all high-tech emergency
systems,” Wild said.
Donnelly said the enzyme will re
duce costs of combating chemical
weapons.
“We want to reduce overall cost re
quired to clean chemical warfare agents
and not release toxic chemicals,” Don-
