BROWNSVILLE, Texas (AP) — Jurors in the trial of three men who allegedly plotted to use bio logical weapons against govern ment officials saw videotape Tues day of two of the accused men instructing a government infor mant where threatening e-mail should be sent. Jack Abbott Grebe Jr., Johnie Wise and Oliver Dean Emigh are charged with conspiring in a bizarre plot to use a weapon of mass destruction. The men al legedly plotted to use modified Bic lighters designed to propel cactus thorns coated with biolog ical toxins such as anthrax. Targets allegedly included Pres ident Clinton and his family, U.S. Attorney General Janet Reno and other federal, state and local offi cials and their families. The men are accused of sending threatening e-mails to the targets. On the videotape made at the in formant’s home office. Wise and Grebe are shown calling out gov ernment agency names off a list to the informant, John Cain. Cain is seen typing in the addresses, in serting names of officials and send ing the e-mail messages. In a tape-recorded conversation also played for jurors Tuesday, Cain and Wise on June 12 discussed a “Declaration of War” message. Cain tells Wise that the “Declara tion of War” e-mail had just been sent to government officials. SEGUIN, Texas (AP) — As flood- waters roared down the Guadalupe River into Victoria on Tuesday, river residents upstream in New Braunfels and Seguin cleaned up what was left of their homes. Many compared the flood to the one that struck Seguin and New Braunfels in 1972, when 18 people were killed in the area and residents suffered $17.5 million in damage. Water began rising Saturday as storms started to dump up to 20 inches of rain on parts of San Anto nio and surrounding areas. Now 60 counties are affected by flooding and at least 18 people have died . The damage is reminiscent of the 1972 flood, said Seguin police Lt. Reno Reiley, who had joined the force a few months before that tragedy. “It was bad then,” Reiley said. “This one is worse — consider ably worse.” “It was bad then (during 1972 floods). Last weekend it rose to a record 36.5 feet above normal. Still, rityoiS vised residents to boil ta least three minutes befe and a number of restaua not offering fountain bet? |h Texas HMO faces first malpractices DALLAS (AP) — The family of a man who committed suicide by drinking antifreeze has filed what appears to be the first malpractice lawsuit against an HMO in Texas, claiming that NYLCare wrongly ordered him released from a psy chiatric ward. Joseph W. Plocica, 68, drank the antifreeze the night he was re leased from All Saints Hospital in Fort Worth, according to a suit filed Monday in Tarrant County. He died nine days later, on July 17, 1998. The suit alleges that a doctor working for NYLCare, Plocica’s health maintenance organiza tion, persuaded the hospital to discharge him “even though he was not yet medically stable, was still severely depressed and could not make a decisis on living.” Fort Worth attorney Parker Young said Plocicf chiatrist wanted him to the hospital up to twi weeks, but that a doctor!
