AUSTIN (AP) — Gov. George W. Bush
said Thursday he will appeal a Justice De
partment ruling that claims he ran afoul of
the Voting Rights Act with an appointment
to the 4th Circuit Court of Appeals.
The Justice Department also said in a letter
this week the process Bush used in appointing
Karen Angelini to the court is flawed and must
be reworked to ensure full participation by mi
norities in the election process.
“We’re going to appeal the ruling,” Bush
said. The appeal would be to a federal district
court in Washington, D.C.
The League of United Latin American Cit
izens had challenged the appointment of An
gelini, a Republican attorney, claiming a spe
cial election should have been called.
Bush denied his appointment was improper.
“I name a lot of people. I name a lot of
judges. I’ve named Supreme Court judges be
fore. I consult people,” he said. “1 think it’s
my prerogative as governor to fill vacancies
and I will do so in a way that I think is best
for the state of Texas. ”
