WASHINGTON (AP) — Palestin ian leader Yasser Arafat accepted Is rael’s formula for turning over more land on the West Bank Ttiesday and voiced hope that an agreement could be conclud ed at a White House summit in mid-October. “Peace is a Palestinian need, Israeli need, Arab need, internation al need,” Arafat said after ian hour-long meet ing with President Clinton. The Palestinian leader assured Clinton that he would try to counter terrorism against Israel. “He will exert every possible ef fort,” Palestinian negotiator Saeb Erekat said. The pullback would cover 13 percent of the West Bank, on top of the 27 percent Israel promised ear lier to hand over to Arafat’s Pales tinian Authority. It was proposed by the Clinton administration last winter to prod Israel to give up more of the West Bank. Arafat, who had claimed vir tually all of the territory, agreed to settle for the 13 percent. Israel, meanwhile, proposed what its diplomats called "refine ments.” These included setting aside 3 percent of the land for a na ture preserve, with Israel having a hand in maintaining security over the undeveloped area. “We agreed to it to facilitate the negotiations” for an overall West Bank settlement, Arafat told re porters in the White House drive way after his meeting with Clinton. Asked if an accord would be signed at the summit Clinton plans to hold here in mid-Octo ber, the Palestin ian leader said, “We hope so.” Clinton pro posed the summit meeting and ne gotiating sched ule during a three-way session with Arafat and Israeli Prime Minister Benjamin Netanyahu on Monday. NEW YORK (AP) — The White House’s drug policy chief Tuesday proposed making methadone more readily avail able to drug addicts by allowing doctors for the first time to dis pense the synthetic heroin substi tute in their offices. Currently, methadone is avail able only at special clinics, making it difficult for some addicts to hold down jobs and receive their daily dose of the liquid narcotic. Some states bar methadone altogether. Gen. Barry McCaffrey, the White House national drug policy director, said study after study has shown that methadone not only eliminates the misery of heroin ad diction but also makes it possible for addicts to lead productive lives and stay out of trouble. “Methadone treatment is sim ply not available for Americans in all parts of the country in a man ner called for by rational drug pol icy. We’ve got to do better,” Mc Caffrey told the American Methadone Treatment Associa tion in New York. At the same time, McCaffrey an nounced no additional money for the policy and acknowledged that state and local governments must endorse the changes to make methadone more readily available. “This is a local decision for city councils, county government and state legislatures,” he said.
