of the Russian publishing group
that was sponsoring the trip.

cannot guarantee the safety of the
girls, moreover a normal atmos
phere for their trip in Moscow,”
Beglov wrote.
Russia is in the middle of its
most serious economic and politi

dent Clinton’s lawyers Monday
asked that they be provided an
advance copy of any report to
Congress from Independent
Counsel

ply that
would accompany the document.
Some of the president’s polit
ical advisers have argued for
weeks that Clinton’s legal team
should prepare a separate report
countering the special prosecu
tor’s report with evidence pre
pared by the defense team.
David Kendall, the president’s
personal lawyer, made the re
quest for an advance copy of the
independent counsel’s report in
a letter to Starr, to ensure “ele
mental fairness” to the presi
dent.
A final report by Starr on his
investigation into Clinton’s rela
tionship with Lewinsky, the for
mer White house intern, and pos
sible obstruction of justice,
perjury and abuse of power could
go to Congress as early as this
month.
Largest hole ever
expected in ozone
GENEVA (AP) — The hole in
the ozone layer over the South
Pole is expected to be as big
this year as it has ever been
since measurements began
several years ago, the World
Meteorological Organization
said Monday.
The whirlpool-like wind that
develops every year in the
stratosphere above the South
Pole is very strong, threatening
to create a large ozone hole,
said John M. Miller, chief of the
U.N. weather agency’s environ
ment division.
“Out of the past eight years,
this is probably one of the
strongest beginnings," he said.

The hole, which forms annu
ally over the South Pole and will
probably last until December this
year, allows the sun’s dangerous
ultraviolet radiation to reach the
Antarctic. As in some earlier
years, it may be large enough
that radiation hits the southern
tip of South America.
