FORT WORTH (AP) — A 22-month-old boy overdosed ona;«
in date rapes while trying to drink from a soft drink bottle, say J
have arrested two people on narcotics charges.
Dillon Everett Stevens was recovering today at CookoK

The boy's 24-year-old mother gave the thirsty toddler a driril

County seeks
local control of
detention center
ANGLETON, Texas (AP) — Bra
zoria County would run its own
detention center instead of using
a private contractor if a deal is
inked to house inmates from Hi
dalgo County and the U.S. Immi
gration and Naturalization Ser
vice, officials said.
"From my personal stand
point, I would like to think that
we at the local level, with Brazo
ria County employees, can do a
better job and be more responsi
ble to the taxpayers than we
could expect from a private con
tractor," County Judge John Willy

"I think it gives the county
direct control over the success
or failure of the endeavor,"
Willy said.
Brazoria commissioners will
meet Tuesday to consider con
tracts to replace Missouri inmates
recalled last summer after allega
tions of brutality by guards em
ployed by a private contractor.
Attempts to find new tenants for
the indebted county jail have
proven difficult.
Because of the stir caused by
the release of the Sept. 18, 1996,
videotaped shakedown, many
states and counties with prison
overcrowding problems were
hesitant to deal with the public-
private partnership.
After voting in March to cancel
Capital Correctional Resources
Inc.'s jail lease contract, county
leaders sought to bring other in
mates to the detention center.
If the commissioners court ap
proves the contracts, the pacts
would then have to be ratified by l
Hidalgo County and the INS be
fore they go into effect.
The current offer is to bring
about 80 Hidalgo County in
mates and an estimated 200 INS
detainees to the detention center,
Willy said.
Although the final details are
not yet worked out, Brazoria
County stands to earn in the
neighborhood of $38 per Hi
dalgo County inmate per day
and around $52 per INS de
tainee for each day of incarcer
ation, Willy said.
Once the county's costs of hir
ing new guards, feeding the in
mates and administrative costs
are filtered out of the equation,
the county stands to make about
$2 million profit on the one-year
renewable contracts.
That equals the county's earn
ings from the Missouri-CCRI con
tract, Willy said.
