WASHINGTON (AP) — The people of Jasper, Texas, where an African-American man was chained to a pickup truck and dragged to his death, must pull together and "demonstrate that an act of evil like this is not what this country is all about " President Clinton said Wednesday. The president commented on the weekend death of James Byrd Jr., which he denounced as shocking and outrageous" at the opening of a speech on women's pay equity. Clinton would not comment on the FBI inves tigation into whether the three men charged with murder in the case also could be charged with vi olating Byrd's civil rights. Federal hate crimes can bring the death penalty.
