Legislation to clean up the
Internal Revenue Service glided
toward Senate passage Thursday
in an election-year show of out
rage over heavy-handed enforce
ment tactics and other abuses.
Democratic Leader Tom
Daschle predicted a “virtually
unanimous” vote for the bill,
which the Republican majority
began pushing in the House
last year.
“We need to pass IRS reform,”
said Daschle, D-S.D. “We need to
get on with reforming it, restruc
turing the IRS, sensitizing them.”
“No agency touches the lives of
the Americans more than the IRS,”
said Sen. Pete Domenici, R-N.M.
Yet, he said, “one out of every two
Americans said they would rather
be mugged than be audited by the
IRS. This bill should reverse that
prevailing view.”
No detail seemed too small for
lawmakers eager to demonstrate
their concern with the agency that
many taxpayers fear and despise.
One provision would require the
IRS to publish telephone numbers
of its local offices.
More broadly, the measure
would provide a variety of new
rights for taxpayers, including
shifting the burden of proof to
the IRS in certain court cases.
It also would provide new
protections for divorcees,
mostly women, who face col
lection actions due to mistakes
made by former spouses with
out their knowledge.
IRS penalties and interest
would be suspended in some cir
cumstances, and a new nine-
member oversight board would
be given authority over law
enforcement and collections
activity as well as personnel.

The White House has
expressed support for the mea
sure but says it will seek certain
changes when negotiators for the
House and Senate meet to work
out a final compromise.
The appeal concludes with a
four-page poll on IRS and tax
issues and a request to con
tribute to the “Republican tax
reform campaign.”
Some Democrats and the
Clinton administration initially
expressed misgivings about the bill,
with its proposed oversight board.
But the political appeal of rein
ing in the IRS was so strong they
quickly switched field last year,
and Clinton used his radio address
last weekend to urge Congress to
send him a bill quickly.
Sen. Connie Mack, a conserva
tive Republican from Florida,
said steps were needed to clean
up a “corrupt culture” where
sexual harassment and other
abuses flourish.
A liberal Democrat from
Maryland, Sen. Barbara Mikulski,
said the IRS moved unfairly
against veterans organizations
and volunteer firefighters in her
state. Any agency that does that,
she said, “is a culture desperately
in need of change.”
Minority Leader Daschle, for
one, objected to a proposal that
Republicans inserted to help
defray the cost of the measure
and said he hoped it could be
changed before the bill goes to
the White House.
But asked if the provision was
so offensive that he would urge a
veto if it weren’t changed, he
replied: “At this point, it isn’t.... I
want so badly to be able to
resolve this IRS matter that I’m
willing to swallow a lot to get to
that point. But I have to say, this
is a lot to swallow.”
The cost of the bill was pegged
at $18.3 billion over five years. To
pay for it, certain foreign tax
credits would be limited and cor
porate loopholes closed.
In addition, though, Republicans
inserted an $8 billion proposal that
would allow more senior citizens to
convert their traditional Individual
Retirement Accounts into Roth IRAs.
