It was built at the dawn of the centu ry as the residence for the governor general of French West Africa. Sene gal became an independent nation in 1960. Senegal was the Final stop on Clinton’s six-nation tour of sub-Sa haran Africa. Riding to the palace this morn ing, Clinton passed a long stretch of beach where fishermen keep ba nana-shaped boats. Thousands of people cheered and applauded, many in colorful gowns. The crowd included dancers and a man on stilts, as well as members of a polit ical opposition group chanting “sopi,” meaning “change.” A military band and an honor guard stood at attention when Clinton was greeted by Diouf, a slender man several inches taller than Clinton. Clinton wants to establish a new role for this former French colony as American partner and African peacekeeper. Senegal was one of the first African nations to embrace the U.S.-backed African Crisis Re sponse Initiative that aims to orga nize an all-African peacekeeping force with training by U.S. Army Special Forces troops. After today’s meeting with Diouf, Clinton was headed to Thies Mili tary Base to see training exercises conducted as part of the African Crisis Response Initiative. The base, located in the town of Thies about 30 miles east of Dakar, is a former French military facility now hous ing Senegal’s military academy and infantry school. RAMALLAH, West Bank (AP) — Palestinian officials accused Israel on Wednesday of killing a man considered the chief Hamas bombmaker, say ing he was fatally shot be fore his body was placed in an explosives-rigged car that was detonated by remote control. Israel categorically de nied being involved, but Is lamic militants vowed re venge, raising the specter of a new bombing cam paign in Israel as the Jew ish state prepared for the Passover holiday and 50th anniversary celebrations. Israeli security forces were placed on height ened alert in response to the new threats. Hamas has carried out more than a dozen sui cide bombings in Israel since 1994. The murky story of Mohiyedine Sharif’s death began Sunday night when a Fiat Uno rigged with about 110 pounds of explosives blew up in a garage in an industrial zone of Ramal- lah, an autonomous Palestinian city in the West Bank. The blast reduced the car to a blackened, twist ed heap of metal and lev eled the garage in which it was hidden. A body, partially blown apart, was found next to the wreckage. Sharif’s rel atives said hospital offi cials told them he was naked when found. Palestinian officials ini tially said the body could not be identified and sug gested the man was a Hamas activist killed when a car bomb intend ed for an attack in Israel blew up prematurely. On Wednesday, Pales tinian police announced the body was that Sharif, a 32-year-old elec trical engineer and mas termind of several suicide bombings since 1995. Sharif has topped Is rael’s most-wanted list since taking the place of Yehiyeh Ayyash, the chief Hamas bombmaker who was killed by an explo sives-rigged cellular phone in January 1996. The death was widely believed to be the work of Israel. A Palestinian patholo gist who performed the autopsy said Wednesday that Sharif had been shot twice in the chest and once in the leg hours be fore the explosion. Carol Bellamy’s meeting with the Taliban’s second-in-com mand, President Mullah Mo hammed Rabbani, marked the first time the Islamic movement has held direct talks with a woman since it seized control of 85 per cent of the country in 1996 and imposed its strict interpretation of Islamic law. The Taliban’s harsh edicts have made U.N. efforts to rebuild the country increasingly difficult — and dangerous. Last week, the United Nations pulled its 14 international staff members out of southern Afghanistan to protest repeated Tal iban attacks on employees there. On Saturday, the U.N. special en voy on Afghanistan, Lakhdar Brahi- mi, warned that the United Nations will “pack up and go home” unless the Taliban lets the world body do its job — and that means easing re strictions on females.
