AUSTIN (AP) — Seventeen state House members, including one Democrat, consistently voted for measures favoring the tobacco industry during the just-ended legislative session, according to a report released Tuesday. Texans for Public Justice, a public interest group, also said in its report that 38 House members, including one Republican, consistently voted against tobacco interests. The group identified four record votes in the House on which it based its conclusions. The Senate did not cast record votes directly on any of the issues cited, according to the group. “The 38 House members who stood up to the powerful tobac co lobby deserve the praise of every Texan who cares about the health of our children,” said Craig McDonald, director of the Austin-based group. “Voters also should take note of those members who voted a straight tobacco-lobby ticket and con sider relegating them to the ash tray of history.” Public Justice cited Rep. Tom Uher, D-Bay City, as the only Democrat to vote in line with tobac co industry interests on the votes. “I don’t think it’s a partisan issue,” Uher said of tobacco votes. “To me, it all boiled down to until the government deter mines that tobacco is an illegal product, they should not be treated differently than any other products that are out there in the marketplace." They included amendments to reduce proposed restrictions on the location of tobacco prod ucts in retail stores; two mea sures to reduce funding enforce ment of anti-youth smoking efforts; and one to allow tobacco companies to maintain the secrecy of ingredients that would reveal trade secrets. Only the tobacco ingredients amendment was approved. The bill to which it was attached is awaiting Gov. George W. Bush’s approval. If signed, the bill would It would for the first time cre-^ ate fines against youths under 18 ’ for buying or possessing tobacco products. The measure also would impose a 10 percent fee on the gross sales price for out door advertising of tobacco products and would eliminate' “self-service” tobacco displays Uher said he has received onl^ minimal tobacco-industry cam paign funds. He called the two ;jt U bills on which the four votes were, taken well-intentioned effort “that got out of hand.” am s :S0C The 38 House members who stood up to the powerful tobacco lobby deserve the praise of every Texan who cares about' the health of our children.” Craig McDonald Texans for Public Justice director require tobacco companies to give to the state a list of each product’s ingredients. The list could be made public, but would not contain the amount of each ingredient. The amendment exempts from disclosure any information that would reveal a trade secret. Some lawmakers tried to attach the other amendments to an anti youth smoking bill, also awaiting Gov. George W. Bush's signature. “I am a nonsmoker. I don’t, like smoke-filled rooms. But (tobacco) is still a legal product,”! ,1 Uher said. The trade secret amendment and the three failed measures.' were introduced by Rep. Warren! Chisum, R-Pampa.
