The Battalion Classifieds Call 845-0569 AUSTIN (AP) — Officials at Texas, Texas A&M and Texas Tech say they will not be affected by a bill requiring uni versities that use grade-point averages in admissions to set the same standard for athletes and non-athletes. “Our admissions policy is based on class rank and test scores,” Gene Medley, the direc tor of admissions and records at Texas Tech, said Wednesday. “Unless there is something about the bill I don’t know about, I don’t think it would have a great impact on what we’re doing.” Gov. George W. Bush said this week he would sign the legislation sponsored by Rep. Ron Wilson, D- Houston. Bush’s policy director called the bill “largely symbolic.” Wilson, a black lawmaker, said the bill was born out of fear that a federal court ml- ing would cause minority enrollment at schools to decline overall while recruitment of minority athletes remained strong. The court ruling, known as Hopwood, came after four white applicants successfully argued that the University of Texas law school admissions policy unfairly favored minorities. Texas Attorney General Dan Morales interpreted the ruling to mean that race could no longer be used in the consideration of admissions, scholarships and financial aid. “The bill was a very sincere effort to keep the public mindful of the effects of the Hopwood ruling, and it reminds us at Texas A&M that we must do everything we can to ensure a diverse stu dent body,” said Jim Ashlock, A&M’s executive director of uni versity relations. Wilson had argued that the bill would apply to schools such as Texas, A&M and Tech because they consider class rankings and such rankings are based on GPAs. He said it might take a court chal lenge to clarify the law. But Ray Farabee, general counsel for the University of Texas System, said, “The bill is very specific. It refers to schools that require a minimum high school grade point average as an admissions criterion. Wilson said if schools worked as hard recruiting minority schol ars as they did to weaken his bill there would be no problems. Farabee said the schools aren’t to blame. “There was concern and questions by lawmakers about the time we were spending on the bill, but we spend vastly more time on recruitment of students than we do on any legislation,” Farabee said. “As a result of Hopwood, there are some legal limitations now that we did not have, and there is some tendency to blame UT for what Hopwood said. But we fought that case all the way to the U.S. Supreme Court. I don’t want to be in an argument with the legislators, but I just disagree,” Farabee said. Ashlock said, “We are not the cause of the Hopwood decision. We are the victims of the Hopwood decision.” Lawmakers blamed the Hopwood ruling for a recent decline in minority enrollment at UT and A&M. Ashlock said the ruling has hurt most by affecting schools’ ability to give financial aid and scholarships. “We have to tell students that we could have helped them with a minority scholarship that was in place two years ago,” Ashlock said. “And they’ll say, ‘Well, the University of Oklahoma has a scholarship like that waiting for me right now.’ And they leave the state. It hurts us.” UT officials had said if the earli er version of Wilson’s bill became law that Texas schools would be forced'out of the Big 12 and mil lions of dollars in athletic revenue would be lost.
