Bill
Continued from Page 1
Patterson said that would follow
a state constitutional provision giv
ing only the Legislature the power
to regulate carrying arms.
The bill would delete a ban in
state law on carrying concealed
handguns in churches, nursing
homes, amusement parks and in
most areas of hospitals. Such pri
vate entities still could pass their
own prohibitions, and a state ban
would continue on carrying con
cealed handguns into emergency
rooms or trauma centers.
Among other provisions, the bill
would allow people convicted of
nonviolent felonies, but whose
records have been wiped clean
through deferred adjudication and
who have had their other rights re
stored, to be eligible for permits.

eludes Patterson; Sen. Royce West, D-
Dallas, a staunch opponent of the
1995 law allowingTexans to carry con
cealed handguns; and Sen. Florence
Shapiro, R-Plano, who voted for the
1995 law but voiced concern about
some the current bill’s provisions.
Patterson said there likely would
be changes to his bill, but main
tained that it would make Texas
safer by giving responsible people
the means to protect themselves in
more instances. He said the same
kind of arguments made against
this bill were used by opponents of
the 1995 measure.
“The predicted blood in the streets
obviously did not occur,” he said.
“Show me an example where a con
cealed handgun license holder has
done any of these bizarre and danger
ous things. (Opponents say) ‘Well, we
just have a hunch.’ ...We don’t restrict
citizens’ constitutional rights based
upon a hunch or based upon hysteria
or based upon an assumption.”
