If it were not for WIC, the un born children of disadvantaged mothers would have no chance at a brighter future.” Ross Perot "No. All of our social programs must be redesigned, engineered, tested, and carefully implemented if they are going to continue serving us in the future.” Page 7 Thursday • September 26, 1996 Morales admits mistake AUSTIN (AP) — Democratic Senate hopeful Victor Morales, saying he’s having trouble getting his message out, conceded Wednesday that by passing a debate with incumbent Phil Gramm may have been a mistake. But Morales insisted the two-term Republican doesn’t want to debate him. Morales rejected a proposed televised debate on Sept. 29 as being too early. “Maybe I made a mistake, a technical error, in not taking the 29th,” Morales said. “But he doesn’t want to debate me. I’m the one that’s willing to negotiate (other dates) and he won’t. That should b£ the bottom line as to who’s right and who’s wrong,” he said. The Democrat, a Dallas-area school teacher who won his party’s nomination by driving around Texas in his pickup truck, said he has about $300,000 in campaign cash. Gramm’s last campaign finance re port showed him with some $3.6 million. Morales said he was concerned about not hav ing enough money to air television commercials that would tell Texans about his campaign. “There’s a lot of people that still don’t know me. That’s one of the frustrating things of not having been on TV” he said. “The frustrating thing is that I know if I could get my word out, my message out to all these peo ple, it would be a slaughter. I think I would have 70 percent (of the vote) easily," Morales said.
