GOP Whitewater report
WASHINGTON (AP) — The
White House and Democrats
took the offensive Sunday, as
sailing a Republican draft of a
Senate committee report that
concludes Hillary Rodham Clin
ton led an effort to keep investi
gators from seeing documents in
White House Deputy Counsel
Vincent Foster’s office after Fos
ter committed suicide.
“This is not an investigation,
this is a political inquisition,” As
sociate White House Counsel
Mark Fabiani said on “Fox News
Sunday.” “Only in Washington,
D.C., could an ethics investigation
conducted by Senator Al D’Amato
receive this kind of attention.”
The draft report of the panel,
chaired by D’Amato, R-N.Y.,
finds that Mrs. Clinton was
“closely involved” in the han
dling of documents in Foster’s of
fice related to the Clintons’
Whitewater real estate deal and
the firing of seven White House
travel office workers.
The lengthy report, which will
not officially be released until
Tuesday, also concludes that se
nior White House aides gave the
committee inaccurate testimony to
hide the first lady’s role concerning
the documents in Foster’s office.
Copies of the draft were ob
tained by The Associated Press.

ple, after looking at Whitewater
for four years, are willing to sit

hasn’t happened.”
Republicans, meanwhile, ral
lied around the report, which,
while not containing any new in
formation, still provides the
most comprehensive narrative to
date on the complex and far-
reaching Whitewater saga.
“It’s pretty hard to say that
they didn’t have a basis for
coming to these conclusions,”
Senate Majority Leader Trent
Lott said on CBS’ “Face The
Nation.” “There just seems to
have been a pattern here of
concealment or obstruction.”
Democrats on the Senate pan
el, meanwhile, described the
leaked report as the product of “a
massive hunt for any arcane tid
bit with which to contradict any
statement made by Mrs. Clinton
during the last four years.”
“Unfortunately, the extension
of these hearings directly into
the presidential campaign sea
son has provoked a high degree
of partisanship which has under
mined the objectivity of this in
vestigation,” the Democrats said.

Regents fly via state aircraft
BRYAN, Texas (AP) — University of Texas Sys
tem regents and officials appear to have used UT
aircraft for trips similar to those that landed Texas
A&M officials in trouble, The Bryan-College Sta
tion Eagle reported Sunday in a copyright story.
A review of flight logs for state aircraft used
by UT shows that regents and UT officials:
— Used the planes for short flights to cities as
near as Waco and San Antonio and to cities
when commercial air service was available.
— Used the UT system planes to fly to UT
football games, which UT officials said involved
state business.
— Had their spouses accompany them on state
aircraft to testify before a legislative committee.
— Took extended family with them on flights
to official UT business and UT football games.
— Ferried the regents’ chairman by air be
tween Waco and Austin as often as two or three
days a week at a cost of approximately $1,000
per day. »

The UT figures don’t indicate any large
changes over the years, unlike the 93 percent re
duction in system aircraft travel by A&M re
gents after a controversy involving travel under
former chairman Ross Margraves Jr.
Margraves was indicted by a Brazos County
Grand Jury on a felony charge of official miscon
duct for using an A&M System plane for a
round-trip flight between Houston and Baton
Rouge in 1993, reportedly to watch his son grad
uate from Louisiana State University. His attor
ney, David Berg, said Margraves denied improp
erly using the plane and would fight the charge.
UT System General Counsel Ray Farabee
said, “I have no idea how the A&M planes are
used. But I think the UT plane is used for busi
ness purposes.”
Flight logs are studded with entries detailing
UT officials’ flights to football games:
Three regents and relatives used the system
plane to fly to the Sugar Bowl in New Orleans on
Dec. 31, 1995, when UT played Virginia Tech.
The plane flew from Austin to San Antonio,
where it picked up regent Tom Loeffler and his
wife, Nancy and their three children, and past
regent Sam Barshop and his wife. The plane
then went to Houston, where it picked up regent
Linnet Deily, and flew to New Orleans, where
the game was played. The return flight followed
a similar pattern.
All of the regents on the flight attended the
UT-Virginia Tech football game and other official
UT functions in New Orleans, Farabee said.
“There were related activities,” Farabee said.
“There was a major reception with major donors
and officials present.”
Bobbie Lutz, an employee in Loeffler’s San An
tonio office; Art Dilly, UT Board of Regents Execu
tive Secretary; and Farabee said the Loefflers had
reimbursed the UT system for their children’s
flight. The Loefflers reimburse UT whenever their
children fly on the planes, Lutz said.
Then-UT President William Cunningham (who
is now the system chancellor), his wife, Shirley
Bird Perry and her husband and three guests flew
aboard the system plane from Austin to Little
Rock, Ark. and back Oct. 19, 1991 “to attend an of
ficial function of UT Austin.” The Longhorns
played the University of Arkansas that day.
The plane flew UT System officials to Waco
from Austin on Nov. 24, 1994, to see the UT-Bay-
lor game “and meet with community leaders re
garding matters concerning the university,” ac
cording to the flight log.
UT Regent Mario Ramirez used the UT Sys
tem plane frequently for travel — but that was
because he lived in Roma and worked in Rio
Grande City, Dilly said.
Records show, however, that Ramirez often
took other family members with him on the UT
System aircraft.

are used. But I think the UT plane is
used for business purposes."

“It was very professional and very busi
nesslike on trips,” he said. “I usually didn’t re
quest the plane. They said they needed me so
they would send the plane.”
Ramirez said he might have attended a foot
ball game while he was in Austin if he was in
town on university business.
“But I never used the plane to go to a football
game or any athletic activity,” he said.
Plane travel by both UT and A&M regents
and officials have continued to attract interest,
officials said.
“It is a matter of public interest,” Farabee
said. “They are subject to public scrutiny as well
as to regulation.”
State Rep. Steve Ogden, R-Bryan, said the sit
uations described on UT and A&M system
flights created “a whole range of issues from per
ception — something that is OK, but may create
perception problems — to more serious issues
about what is ethical.”
Fund-raising campaign to be launched
UT's Top Contributors
The University's goal is to raise
$500 million to $1 billion
AUSTIN (AP) — Despite a $5.2 billion endow
ment, the University of Texas at Austin is facing
the most daunting financial challenge in its histo
ry, according to the Austin American-Statesman.
While that 10-digit balance seems lofty, it’s
not a fair representation of the funds available
to the school. The endowment actually provides
$74 million, just 9 percent of the UT budget.
So, the university is launching the most ambi
tious fund-raising campaign in its history.
The campaign is tentatively scheduled to be
gin in the fall of 1997 with two years of quiet ap
peals to major donors, followed by a five-year
public phase.
Larry Lollar, who was hired to mount the
fund-raising effort, said the goal would be $500
million to $1 billion, with a more precise figure
announced later.
“UT’s not going to go away if I never raise an
other dime,” Lollar said. “It is a solid institution.
It’s supported by the state and its endowment.
“But what we’re facing is slippage.”
What’s at stake is the university’s competi
tive edge, its ability to attract the best profes
sors and students and to undertake enhance
ments such as construction of a psychology
building and an art museum.
AUSTIN (AP) — The top 10 contributors to the
University of Texas at Austin in the past 20
years, according to the Austin American-States
man.
1. Peter O'Donnell Jr., $38.4 million.
2. James Michener, $32.4 million.
3. Welch Foundation, $29.2 million.
4. Houston Endowment Inc., $18.1 million.
5. IBM Corp., $1 7.7 million.
6. Cockrell Foundation, $16.3 million.
7. Sid W. Richardson Foundation, $13.3 million.
8. Lyndon Baines Johnson Foundation, $12.9 million.
9. Borden Inc., $11.9 million.
All that goes toward fulfilling the mandate in
the 1876 Texas Constitution for “a university of
the first class.”
But there are obstacles to soliciting donations:
One is the perception that UT does not need
donations.
The reality is that the university receives only
a fraction of the endowment’s proceeds. Separate
appropriations from the state Legislature have
fallen far behind the rate of inflation.
