WASHINGTON (AP) — When
Ron Brown died in a plane
crash, American capitalism lost
its staunchest ally in the Clinton
administration. Now business
executives wonder who will
champion their cause the next
time commercial interests clash
with other priorities.
On a whole range of diverse is
sues, from fighting Japanese
trade barriers to supporting high-
tech research to pushing sales of
U.S. products around the world,
Brown was a forceful advocate.
“Ron Brown was the first com
merce secretary to operate in the
post-Cold War global economy.
He understood it,” said Willard
Workman, head of international
affairs at the U.S. Chamber of
Commerce. “He knew you can’t
sit at home and wait for business
to come to you. You have to go
out and get the contracts.”
It was on one such effort —
his 15th overseas trade mission
— that Brown and a group of
U.S. executives lost their lives in
Croatia on Wednesday.
While Brown was not the first
commerce secretary to carry
business executives on trade
missions, none did it more ag
gressively, bringing to bear the
trademark intensity he honed as
chairman of the Democratic Par
ty in the hunt for multimillion-
dollar foreign contracts.

forced the Japanese, Chinese

Brown’s skills in this area
will not be easily replaced, busi
ness executives said.
“No other commerce secre
tary has been as active in pro
moting American products and
services in the global market
place,” said Jerry Jasinowski,
president of the National Asso
ciation of Manufacturers.
With the Cold War over,
Brown believed the United
States no longer should sacrifice
economic interests to other for
eign policy goals and he used his
close friendship with Clinton to
push a business agenda inside
the administration.
He forged alliances with U.S.
Trade Representative Mickey
and Europeans to accept mar
ket-opening deals under the
threat of U.S. sanctions.
He succeeded in battles with
the Defense Department in loos
ening Cold War-era export con
trols that American companies
had long complained severely '
limited their ability to sell high-
technology products such as
computers and telecommunica
tions equipment.
And he prevailed in getting
Clinton to switch U.S. policy to
ward China, breaking the link
between human rights and trade
in the annual debate over
whether to renew China’s most-
favored-nation status.
The administration insists it
will not begin the process of
choosing a successor for Brown
until mourning is over. Clinton
on Friday formally designated
Commerce Undersecretary Mary
L. Good to head the agency as
acting secretary until a replace
ment is named.
The two names mentioned
most prominently as possible
successors are Thomas “Mack”
McLarty, Clinton’s first chief of
staff and now a presidential ad
viser, and Stuart Eizenstat, for
mer President Carter’s top do
mestic policy adviser who was
just confirmed as the Commerce
Department’s undersecretary for
international affairs.
But with the GOP-controlled
Congress still intent on abolish
ing the department and the
presidential election only seven
months away, the administra
tion may not succeed in getting a
permanent successor confirmed
this year.
And even if the administra
tion does make the effort, busi
ness leaders said whoever is
chosen will have to embark on
some intensive on-the-job
training to fill Brown’s strong
advocacy role.
McQuay to be released
to a ‘halfway house’
The convicted child molester will be moved to a
correctional facility away from neighborhoods
SAN ANTONIO (AP) — Al
though child molester Larry
Don McQuay is expected to be
released from prison Monday,
he’ll still be under close watch
in his hometown of San Anto
nio, officials said.
McQuay, 32, is scheduled to
be placed in a privately con
tracted Wackenhut Corrections
facility that qualifies as a
halfway house.
McQuay’s placement will be
“much more secure than a con
ventional halfway house, not in
a neighborhood,” said Allan Pol-
unsky, chairman of the State
Board of Criminal Justice.
McQuay’s release is causing
concern primarily because of
his admission that he has
abused an estimated 240 chil
dren and feels sure that he will
molest children again once he
is out of prison.
With his mandatory re
lease from Skyview psychi
atric prison at Rusk, Mc
Quay will join about 300 sex
offenders under parole offi
cers’ active supervision in
San Antonio.
Officer tries new ways to
better young offenders
BRYAN, Texas (AP) — A pro
bation officer working to reform
juvenile offenders in Brazos
County is winning admirers to
his way of doing things.
Fear may linger a few
days, but education lasts a
lifetime, he says, summing up
his philosophy.
“You can scare these kids for
a day or two, but that never
lasts,” says probation officer Os
car Davenport.
“We try to educate them — to
make them better people.”
His reform tactics seem to
be working. In Texas, juvenile
apprehensions are up 44 per
cent; in Bryan, they’re down
15 percent.
Juvenile apprehensions de
creased from 572 in 1994 to 488
in 1995, Bryan Sgt. Choya
Walling said. There have been
only 84 apprehensions so far in
1996, he said.
College Station apprehen
sions are also down, Lt. Scott
McCollum said, with police re
porting 104 in 1994 and 90 in
1995. Only 33 have been report
ed thus far this year.
“These kids experience what
it’s like to be a prisoner in the
Ferguson Unit for one day,'
said Davenport, who recently
led a group of juvenile offend
ers to an Operation Outreach
Program in Midway.
“They eat what the prisoners
eat, work in the field like the
prisoners do ... experience the
whole atmosphere and atyjtude
of life in prison.’
