“It will not affect the autonomy
of our four free-standing universi
ties,” Hobby said. “It will not af
fect the academic missions of
these institutions, except to make
those missions easier to fulfill.”
The main campus and its
three siblings have been fighting
for several years over the sys
tem’s direction.
Faculty leaders at the main
campus argue that system func
tions are redundant and wasteful
and say the UH president should
be given reign over all the schools.
But faculty representatives at
the other campuses have argued
against collapsing the system
functions, saying the combined
chancellor/president would favor
the main campus.
The satellite schools feared
they would lose resources and
independence in making such
decisions as which degree pro
grams to offer.
Increasingly rancorous de
bate culminated last year in a
systemwide shakeup that
claimed the jobs of Chancellor
Alex Schilt, the presidents of
UH and UH-Victoria and sever
al other top administrators at
the main campus.
UH-Clear Lake President
William Staples said the success
of the new structure will depend
on whether the person selected
as chancellor/president can bal
ance the interests of both the
main campus and the satellites,
“The key is who is the person
selected,” Staples said. “Does he
or she have a perspective that
sees it as a system and the dis
tinct roles and missions of the
each of the four universities?
“I think it’ll be a challenge for
the person because you're wear
ing basically two hats at the
same time.”
The Legislature established
the UH System in 1977,
years after UH was founded
and 11 years after it became a
state school. Growing demands
on the main campus ledtothf
creation of satellites in the
1960s and 1970s.

Darnell said initial studies to determine if soil on the Riverside
Campus is contaminated started about one-and-a-half years ago
Those tests did not make conclusive assessments, he said, bu
prompted the need for additional study.
“The original tests are not considered complete, so we really don
want to disclose those findings,” he said. “That’s why the Corps of
Engineers is back — to expand and clarify those results andtode
termine what we’re dealing with.”
Test results are not expected to be received within a structured
time frame, Darnell said, and the University will not know if an
area clean-up is mandatory until the results are released. He
there is a possibility that the contamination is not severe enougt
to warrant a clean-up.
Darnell said there is currently no threat to Riverside Camp®
staff or students.
“There are no extra precautions that students and staff needtotaif
at this time,” he said. “We simply ask that they stay behind ares
marked with warning tape and away from equipment operations.
