Bush says he remains eager to over haul the state's tax system to lower property taxes. But he says it's bigger than a one-man job. Legislative leaders, lawmakers and taxpayers must get behind the idea, too, Bush said Thursday. Blue-ribbon committees have studied the Texas tax system, law makers have tinkered with it, rates have been raised and tax bases broadened. But state government continues to rely heavily on the sales tax, while schools and local govern ments lean on property taxes. Texas remains one of the few states without a personal income tax, and Bush said that levy won't even come up for discussion.
