FAIRFAX CRYOBANK 7764453 Page 6 • The Battalion "VC^O 1 13 ENERGY: Improvements will decrease utility costs I Continued from Page 1 L air conditioning units, called ; constant air volume systems, | operate by heating and cooling ; simultaneously. The systems L work like a shower faucet, | blending the hot air that is pro- i duced with increasing amounts ; of cold air. Darnell said these systems | are extremely costly during ! the summer. "When you're not in your i peak cooling load, you have to ; put a whole lot of extra cooling ; into the facility to remove the | heat,” Darnell said. “It sounds | almost silly that those systems | would be designed that way.” The new systems will only i produce cool air, he said. The grant also will pay for ; improvements in the chilled | water systems, which circulate ; cool water to buildings on cam- ; pus. The water is used to cool j the air, then send the water j back to be chilled again. ! Darnell said controls will be ! installed in the buildings so | that chilled water is used only when it is needed. Both of the projects will re duce the amount of energy needed, which will decrease utility costs. The Loan STAR projects are part of the University’s four- i year-old energy management | program. Darnell said there I are 11 ongoing projects with a | $12 million price tag, and i when the projects are finished, j the University will use 15 per- | cent less energy. Darnell said A&M’s program ; was based on established pro- i grams at other universities like I: the University of Texas and ; Texas Southern University. V.J. Von Wolske, an energy conservation engineer at UT, said the UT energy manage ment program involves several elements of the Texas A&M program, like the air condition ing renovations. He explained that the UT campus has reduced its energy use by 33 percent since 1986, and as the program continues to grow, the campus will use less and less energy. Von Wolske said there must be certain factors to make any energy conservation work. “The keys are administrative support, very good technical support and long-term commit ment,” Von Wolske said. Dr. Jerry Gaston, interim vice president for finance and administration, said the ad ministration fully supports the program. “I think it’s important for any academic institution to set an example of what is the prop er use of our natural re sources,” Gaston said. “That has to be a high priority.” Gaston also said the Univer sity is aware of the benefits good energy management can yield. He explained that by re ducing utility costs, the Univer sity and state save money. Since 25 percent of the Uni versity’s utility costs are for auxiliaries like Food Services and the Department of Resi dence Life and Housing, which are supported by student fees, the students save money as well, Gaston said. “These projects are all going to pay for themselves,” Gaston ; said. “We save money, the stu- ; dents save money and the state i of Texas saves money. It’s a : win-win-win situation.” PLANTS: Seedlings belong to A&M Continued from Page 1 we are always interested in im proving vase life.” A new crop of long-stemmed bluebonnets will be grown in ex perimental and commercial greenhouses in October and No vember. The participating com mercial growers are located in Texas, Kentucky and Mexico. “We provide them [the com mercial growers] the seed,” Davis said. “They have to sign an agree ment that all seed material be longs to Texas A&M. They can sell the flowers, but they can’t further propagate them. This gives us good information from test markets.” Women's clinic at Beutei Health Center opens The AT Beutel Health CentenB women's clinic opened to studentsIIie® week. Heavy fighting erupts in Sarajevo; Russian envoy pursues diplomacy Bosnia-Herzegovina partition plan The peace plan proposed by Russia, Britain, France, Germany and the United States would divide Bosnia, giving 49 percent to the Serbs, who now control 70 percent of the country, and 51 percent to a Muslim-Croat federation. HI Bosnian government-Croat federation | ] Bosnian Serb ] Protected Brcko (Access to the Sava River) Road giving access between enclaves Sarajevo (Under protection of United Nations) Mostar (Under protection Ploce of European Community) Neuni Road giving access to Adriatic Sea ports of Ploce and Neum □ The city has not had electricity, water or regular food aid for the last month. SARAJEVO, Bosnia- Herzegovina (AP) — Sirens sounded a general alert Tues day and explosions rocked confrontation lines as ar tillery battles erupted anew around Sarajevo. U.N. spokeswoman Maj. Myriam Sochacki said fighting began south of Sarajevo about 6 p.m., but U.N. observers were not able to provide fur ther details due to restrictions on their movement. Bosnian Serb media report ed government forces renewed artillery attacks around Serb- held Hadzici southwest of Sarajevo. Fighting was also re ported in northeastern Bosnia. A three-day blitz by Bosn ian government forces last week heralded the start of a summer-long offensive to try to crack the three-year Serb siege of Sarajevo. The Muslim- led government army hopes to capture strategic heights around the city, thus severing Serb supply routes. The city has not had elec tricity, water or regular food aid for the last month. French peacekeepers at an observation post in a north ern Sarajevo suburb fired four 90mm tank rounds Tues day at a Serb tank after it fired 15 rounds at them. It was the first time this year that U.N. soldiers used a tank to respond to an attack, and at least one French round hit its target. Tuesday’s fighting came as Russian envoy Vitaly Churkin met Serbian and Bosnian Serb leaders on a peace initiative masterminded by France, Rus sia and Serbia. Churkin met in Belgrade with Serbian President Slo bodan Milosevic for the sec ond day Tuesday. Monday night, he held talks with Bosnian Serb leader Radovan Karadzic. In Paris on Tuesday, French Foreign Minister Herve De Charette met with his Bosnian counterpart, Muhamed Sacirbey. Both the Muslim-led Bosn- Associated Press ian government and the rebel Serbs have indicated they might be willing to return to peace talks if the conditions are right. Government forces made substantial gains around Sarajevo last week, according to U.N. officials, and at least temporarily cut two Serb sup ply roads. The Serbs apparently re gained control of the road be tween Pale and the Serb-held Lukavica suburb. /■ ^—< Editorials of the ed the opin Texas A. faculty o and lett Contact submittir The to re This A&M C barkinj help ra tion rat Sine is one health lege of credit f crafted Wor health gion, th be sene mine w Texas ; area ar low tht tion pr rate tb ter adc childho The adopte dressin of Text import; health Count; said tl percen Stud* voic< Wedr an impc dents.
