He added that he would prefer legislative hearings instead of court proceedings. “I think there are some peo ple involved with Tenneco in this scandal, just as A&M peo ple were,” Ogden said. “Simply allowing them to sue is too small a forum. I think hear ings would bring out all the relevant facts.” He added that while the Leg islature is no longer in session, legislative committees still have authority to hold hearings. Thompson said the Univer sity would be prepared in ei ther setting, legislative hear ing or courtroom. “We may have both,” Thompson said. “We are pre pared to cooperate fully if there are hearings. We want all the facts to be presented. “If it goes to court, we are prepared and will proceed with vigor,” he added. Last month, an independent arbitrator ruled that the Univer sity and Tenneco did have a le gal contract. However, Ogden noted that the arbitrator’s ruling should not be considered the fi nal word on the conflict. “There have been a lot of re ports that the contract was a sham,” Ogden said, “but the arbitrator said he wasn’t going to make a decision on that. Eugene Ray, interim execu tive director of the Physical Plant, said the Physical Plant’s total budget for the 1994-95 fis cal year was about $40 million. Ray said about half that amount goes toward gas which A&M buys from Lone Star Gas Co. SARAJEVO, Bosnia-Herzegovina (AP) — British troops landed in the Balkans on Tuesday to reinforce a U.N. mission beset by assaults, threats and a jumbled mandate. Bosn ian Serbs holding hundreds of peace keepers hostage sharpened their rhetoric, warning one U.N. official to be quiet or face an “accident.” The Serbs also freed six French U.N. soldiers and presented new de mands to a world already insisting they back down. In a letter to U.N. Secretary- General Boutros Boutros-Ghali, Bosnian Serb leader Radovan Karadzic demanded guarantees of no further NATO air attacks like those that demolished a Serb am munition dump Friday. He also demanded that six gov ernment-controlled U.N. “safe ar eas,” including Sarajevo, be demili tarized and that the United Nations prevent illicit arms shipments to the Bosnian government. Karadzic apparently was position ing himself to barter for the release of about 370 U.N. soldiers held by the Serbs. He warned against adding more military muscle to the belea guered U.N. mission. “The more soldiers you will send, the more violence you will get,’’ Karadzic said. Serb anti-aircraft gun ners underscored his words by firing on two NATO warplanes over Saraje vo. They missed. But the West wasn’t listening to Serb words or weapons. The van guard of thousands of Western troops was arriving Tuesday in an Adriatic port city less than 40 miles from the Bosnian border. Two transport planes landed at Split, Croatia, with an advance par ty of 36 British soldiers — the first of up to 6,200 reinforcements. They were followed by three other trans port aircraft bringing mine-clearing and engineering equipment and light cannons. Two thousand U.S. Marines and a French aircraft carrier also moved closer, off the Adriatic coast less than 120 miles southwest of Sarajevo, the Bosnian capital. It was unclear whether the fortified Western presence would try to tame the Bosnian Serbs or help withdraw the 20,000-strong U.N. mission. The foreign ministers of the United States, France, Britain, Germany and Russia — the so-called Contact Group that oversees peace efforts in Bosnia — opted for additional muscle.
