WASHINGTON (AP) — The
Pentagon swung its base-closings
axe Tuesday, proposing its deep
est cuts in defense-rich Texas.
The state would sus
tain the biggest job loss
under the closure and re
alignment list issued by
Defense Secretary
William Perry, with a net
loss of nearly 7,000 jobs.
Texans in Congress
vowed an all-out fight be
fore the independent De
fense Base Closure and
Realignment Commis
sion, which now takes
the Pentagon recommen
dations under considera
tion. The commission’s
list, due July 1, must be
accepted or rejected in its
entirety by Congress and
the president.
Three of the 15 major
installations proposed
for closure by the Penta
gon are located in Texas:
Brooks Air Force Base
in San Antonio, Fled Riv
er Army Depot near
Texarkana and Reese
AFB in Lubbock. Their
closure would cost Texas
some 10,300 jobs — though
gains from other states would
reduce the state’s net loss to just
under 7,000 jobs.
A fourth Texas facility. Cor
pus Christi Naval Air Station,
would find itself stripped of a pi
lot training mission that has
been its pride and joy for more
than 40 years.
Rep. Solomon Ortiz, D-Cor-
pus Christi, noted that the
Texas congressional delegation
has been battle-hardened by the
three previous closure rounds.
New Mexico would face the
second-largest hit, losing more
than 5,100 jobs; while Alabama
would be cut by almost 5,000.
Potential winners in Texas
include Fort Bliss in El Paso;
Fort Sam Houston in San Anto
nio; Kelly and Lackland Air
Force bases in San Antonio;
Laughlin AFB in Del Rio; the
Lone Star Ammunition Plant
adjacent to Red River Army de
pot; Sheppard AFB at Wichita
Falls; and Naval Air Station
Kingsville. All of those facilities
Base and its nearly 4,100 mili
tary and civilian jobs, acknowl
edged that getting off the list is
a difficult proposition.
Brooks’ bad news wasn’t
shared by San Antonio’s four
other defense installations,
which all stand to gain jobs or re-

Rep. Jim Chapman, D-Sul-
phur Springs, was particularly
angered by the Pentagon’s deci
sion to target for closure Red Riv
er Army Depot, his district’s
largest employer, with some
4,000 jobs. The Pentagon is
proposing shuttering the ar
mored-vehicle maintenance facili
ty and transferring its mission to
Anniston Army Depot in Alaba
ma. The ammunition storage mis
sion would be transferred to Lone
Star Army Ammunition Plant,
adjacent to Red River.
San Antonio Democratic Rep.
Frank Tejeda, whose district
stands to lose Brooks Air Force
main at current staffing. Tejeda
and others breathed a sigh of re
lief that Kelly AFB, which sur
vived intense scrutiny in the 1993
round, actually would gain jobs.
Reese AFB would lose its
1,700 jobs under the Pentagon
proposal to inactivate the 64th
Flying Training Wing. Rep. Lar
ry Combest, R-Lubbock,
promised a vigorous attack of
the Air Force criteria used to
place his base on the list.
The Pentagon’s realignment of
Corpus Christi Naval Air Station
would move the Naval Air Train
ing Command, 128 planes and
700 personnel to Pensacola, Fla.
Loss of air training would be
mostly offset by a gain of mine
warfare helicopter squadrons
from Virginia and California.
