Russia’s prisons crowded
.N. authority in Bosnia
continues to diminish
U.N. report cites
underfed inmates
GENEVA (AP) — Russia’s
prisons are overcrowded and
inhumane, with underfed in
mates crammed into stinking,
standing-room-only cells, a
U.N. report said Thursday.
Conditions in pre-trial de
tention centers — where first
time offenders accused of petty
crimes can wait up to five years
for a court appearance — are
even worse than labor camps
for hardened convicts, the re
port said.
“The oppressive heat, lack
of oxygen, and the odors of
sweat, excrement and disease
created by gross overcrowding
are overpowering,” said Nigel
Rodley, the U.N.’s special in
vestigator on torture, who
wrote the report.
At the invitation of the Russ
ian government, Rodley spent
two weeks visiting prisons near
Moscow and St. Petersburg, in
cluding four pre-trial centers,
two police headquarters, one la
bor camp, one juvenile center
and one hospital for seriously
ill prisoners.
The Russian government es
timates there are 500,000 pris
oners in about 528 prisons and
penal colonies throughout the
country. Russia has the highest
rate of detentions in the world.
Rodley said the skyrocketing
crime rate following the end of
communist control has wors
ened already serious over
crowding in prisons. He criti
cized Russian authorities for
responding to public concern
about crime by throwing petty
offenders into jail.
SARAJEVO, Bosnia-Herze-
govina (AP) — The United
Nations’ authority unraveled
further Thursday as Serb
fighters kidnapped more U.N.
peacekeepers and pressed
their stranglehold on the “safe
area” of Bihac.
Alexander Ivanko, a U.N.
spokesman, said Bosnian Serb
units crossed the border into
Croatia and seized seven
Ukrainian peacekeepers from
an observation post. They
took the soldiers and a U.N.
armored carrier into Bosnian
Serb-held territory, and the
United Nations has not heard
from its soldiers since.
The observation post is now
occupied by the Serbs, which
allows them unimpeded move
ment of equipment and per
sonnel from Serb-held Croatia
into Bosnia. Serb fighters
from the two countries have
joined in an offensive to drive
Muslim-led Bosnian govern
ment forces out of the Bihac
region of northwest Bosnia.
Bosnian Serbs did agree to
meet Friday with top U.N.
envoy Yasushi Akashi in
Pale, their stronghold east of
Sarajevo. On Wednesday,
they refused to meet U.N.
chief Boutros Boutros-Ghali
because he insisted talks be
held in Sarajevo, capital of
Bosnia-Herzegovina’s inter
nationally recognized gov
ernment.
