State governors attend conference, discuss budget cuts
WHITE SULPHUR
SPRINGS, W.Va. (AP) — Some
of the nation’s governors said
Thursday they want to ensure
that states aren’t overburdened
with government programs if a
Republican-led Congress works
to balance the federal budget.
States must be included in de
cisions on changes in welfare,
health care, block grants and
other federal programs, said
Gov. Howard Dean of Vermont,
chairman of the National Gover-
norp’ Association.
“We have to make sure the de
tails are still consistent with mak
ing sure that the state can run
their own affairs and making sure
we are simply not the new payors
for the existing programs simply
to balance the federal budget,”
said Dean, a Democrat.
The association began a
three-day meeting Thursday at
the posh Greenbrier resort for
the country’s new governors. At
least 10 governors-elect were
scheduled to attend, including
Texas’ George W. Bush.
Dean said the association has
not taken a position on a federal
balanced budget amendment,
but would discuss the issue dur
ing the conference.
“The key to the balanced bud
get amendment will be to make
sure that they are not simply
passing the taxes over to us and
expecting us to raise taxes to pay
for their programs,” Dean said.
Republican Gov. Mike Leavitt
of Utah delivered a similar
warning to Washington.
He said last week’s election
showed clearly that Americans
want decision-making power
shifted from Washington to local
and state governments. But he
said the nation’s governors in
tend to play a prominent role in
decisions on federal budget cuts.
“We intend to be partners in
decisions on how those cuts are
made,” Leavitt said.
“If we dealt with this simply
as a matter of providing some
form of balanced budget protec
tion without creating some
structural protection for states,
we would be entering a period of
substantial risk,” Leavitt said.
The meetings were held for
incoming governors to learn
about setting up an office, set
ting an agenda, dealing with the
press and handling life in the
public eye.
“They’re all war stories,” Mass
achusetts Gov. William Weld said
of the meetings, which were
closed to the media and public.
The recent election shifted the
slate toward more Republican
governors. The^e will be 30 GOP
governors, 18 Democrats and one
independent. The Alaska gover
nor’s race remains undecided.
Dean said the many Republi
can governors would help states
relay their concerns to the GOP-
led Congress.
“There is pn advantage in
having a significant and power
ful Republican group of gover
nors here who are going to plead
the case of governors to mem
bers of Congress,” Dean said.
Weld, a Republican, said he
is optimistic that Congress
would be able to meet the
state’s concerns.
“I think you’re going to see
both balanced budget require
ments and prohibitions on un
funded mandates go right
through,” he said.
“I th,ink there’s a consensus
not just in the Republican party
leadership, but in the country,
that the combination of federal,
state and local government is too
big. The easiest place to start
the shrinkage is the federal lev
el,” Weld said.
“The shoe is going to pinching
somewhere,” Weld said. “Those
of us who believe that govern
ment has just gotten too big
want that shoe to pinch. We
don’t want to have the same size
shoe as before.”
