No book, liquor buying
Bowen said the University is
willing to allow some off-campus
businesses to accept Aggie
Bucks, but not businesses that
sell books or liquor.
He said Barnes and Noble
Bookstores, Inc. has a contract
with the University to be the
only bookstore to accept Aggie
Bucks. The contract expires in
2005.
Raney said he knows about
the contract, but wants students
to be aware of the situation.
“We’ve had students walk out
of our store because we do not
accept Aggie Bucks,” he said.
Shri Parchuri, textbook man
ager at Loupot’s Bookstore, said
the local bookstores were not al
lowed to bid on the contract for
the on-campus bookstore.
“We feel that their contract
with Barnes and Noble was pret
ty sneaky,” he said.
Parchuri said bidding for the
contract was not open to local
bookstores. He said the local
bookstores did not know A&M
was considering privatizing the
bookstore until the contract
was signed.
Same thing, different state
Other states have faced simi
lar situations.
When Florida State Univer
sity was designing its debit
card system in 1989, off-cam-
pus businesses complained that

the university was creating its
own bank.
FSU resolved the issue of ex
clusive banking by having an
outside banking institution
handle their debit cards system,
Bill Norwood, executive director
of card application technology
center at FSU, said.
Norwood said that FSU has
been able to expand their debit
card into many uses. Next se
mester, students’ financial aid
will be credited to their cards
instead of them having to wait
in line, he said.
“We have the capability to do
these things because we have
an outside banking institution,”
he said.
FSU allows 'open card'
They also allowed the card to
be used both on and off campus.
“We wanted to design an
open card that could be used
both on and off campus,” Nor
wood said.
Norwood said the off-campus
businesses who want to accept
universities’ debit cards are
concerned about how students
use their discretionary money.
“These businesses consider
the on-campus businesses that
accept the debit cards to be in
unfair competition with them,”
he said.
Norwood said that many oth
er state universities are in the
situation that Texas state uni
versities are in now.
“Most of the schools are in
this same boat,” he said, “but
they are just ignoring it.”
