The Associated Press HOUSTON — Immigrants cost Texas $4.6 billion more than they paid in taxes for education, health care and other pub lic assistance in 1992, a Rice University economist said Wednesday. Illegal immigrants accounted for less than a quarter of the cost, professor Don ald Huddle estimates in a study examin ing the economic impact of just under 2 million immigrants to Texas since 1970. Huddle's study, financed by a non profit population-control group, projects Texas will spend $66.8 billion on immi grants in the decade ending in 2002. Unless immigration laws are changed, Texas will gain another 920,000 legal im migrants and 340,000 illegals by 2002, Huddle contends. The Texas study is a follow-up to a na tional study he issued last year pegging immigration costs nationwide at $42.5 billion in 1992. That review sparked heat ed debate among immigration experts, some of whom claim Huddle's analysis relied on faulty methodology and inaccu rate assumptions. "These methods are flawed," said Ur ban Institute demographer Jeff Passel, who reviewed Huddle's national study and disagrees with its findings. "They tend to greatly underestimate revenues and tend to overestimate costs and overestimate negative impacts and ignore any positive indirect impacts," Passel said Tuesday. Passel and others have argued Huddle doesn't take into account any jobs creat ed by immigrants for native-born citi zens. "He includes nothing in this for any positive impact of immigrants through either increased employment or the mul tiplier effect of the money they spend," Passel said. Huddle admitted those factors weren't considered, but stressed his study was confined to immigrants' effect on the public sector. He also said there are no reliable indicators for some of the more positive effects of immigration. Huddle acknowledged the study would be controversial, but denied try ing to incite sentiment against foreigners. "I'm as humane a person as any body," he said. "There are going to be fear-mongers out there and I realize that and I think people have to combat that study say fear."
