Brothers arrested for harboring,
transporting illegal immigrants

EL PASO — The U.S. Border Patrol has ar-
Irested two men accused of smuggling about 60
■ illegal immigrants from Mexico into Texas and
■ Georgia each month, an agency official said
ITuesday.
Martin Zavala, 31, and his brother, Manuel,
]24, were being held in the Las Cruces, N.M.,
jail Tuesday on charges of harboring and trans
porting illegal aliens, said Jerry Armstrong, as
sistant chief patrol agent.
Agents from the patrol's anti-smuggling
[unit apprehended the two brothers and 30 ille
gal immigrants Friday in Truth or Conse
quences, N.M., which had been used as a stag
ing area for the smuggling operation, said
Armstrong.
Some of the illegal immigrants have been re
turned to Mexico, others are being held as wit
nesses against the Zavalas, he said.
Armstrong said the Zavalas had been smug
gling people into the United States for about a
year. Illegal immigrants would be transported
into El Paso, then moved by van to "drop
houses" in Truth or Consequences and ulti
mately on to Wichita Falls, Dallas, Dalton, Ga.,
and other areas.
The immigrants were each charged between
$550 and $750. Most of them were apparently
bound for Dalton, where the investigation is
continuing.
Hondo police chief
fired amid charges
of mismanagement

HONDO — A 1992 incident in
which police officers were videotaped
kicking and beating five people along
with allegations of mismanagement of
city funds have culminated in the fir
ing of the Hondo police chief.
The City Council in this town 47
miles west of San Antonio voted
unanimously Monday night to fire
Joe Aynesworth, police chief since
May 1,1989.
Aynesworth had been placed on
administrative leave Oct. 19. City
Manager Scott Wall cited allegations
of financial mismanagement and in
subordination.
In addition, some members of the
community have accused
Aynesworth of ignoring discrimina
tion by his officers.
Aynesworth denies any wrongdo
ing and says he will appeal the coun-
cil V s decision. He defended his han
dling of the beating incident in a tele
phone interview Tuesday night and
said he does not think such occur
rences are common in the city of
about 6,000 people, the majority of
whom are Hispanic.
Relations between the communi
ty and police department have been
strained since the November 1992
incident in which local authorities
were videotaped beating and kick
ing five Hispanics.
The incident occurred after a car
chase, winding from San Antonio to
Hondo. When the car eventually was
pulled over, the officers handcuffed
the car's occupants and had them lie
on the ground.
A camera mounted in a state
trooper's car then showed several of
ficers kicking and hitting some of the
Hispanic men. One officer stomped
on what appears to be either the face
or arm of one man.

ney representing the Hispanics told
NBC News Tuesday that he plans to
file a lawsuit against the Hondo Po
lice Department this week.

years remaining fp work out details of their transition to the ex
panded league, which would begin play in 1996.
But Ellis said several details of the agreement, including what
to do with each conference's agreements on bowl games, still
must be worked out.
A UT regent told the AP late Tuesday night that the only step
needed for a "Big 12" was formal approval by the four Texas
school's boards.
"There have been a lot of moving pieces to the puzzle the last
few weeks, but at this time I'm almost certain that the proposed
merger will happen," said the UT board member, who declined to
be identified.
"I won't deny that," Ross Margraves, chairman of Texas
A&M's board of regents, said late Tuesday from Washington,
D.C.
"I know our president (E. Dean Gage) has expressed the feel
ing to me that it's a good move for Texas A&M, and I understand
the other three presidents feel accordingly."
Margraves said A&M regents, who scheduled a 2:30 p.m. tele
phone meeting Thursday, had originally planned to discuss an
other issue.
"But if they need more than that and Dr. Gage says he needs
the board's approval by Friday, I'll recommend it to the board
Thursday," said Margraves.
Reynolds acknowledged that Baylor would have to invest
more money in the athletics department in order to compete with
the larger schools.
"We realize, of course, this means that we'll have to upgrade if
we're going to be in the upper tier of the new conference," he
said.
Reynolds said the athletic budgets at the 12 schools ranged
from $10 million to $20 million.
Baylor's budget is about $10 million, he said.
"WeTl have added costs of joining the new conference, but
we'll also have increased revenue," Ellis said.
However, at the so-called "have-not" SWC schools, officials
were trying to figure out what to do after Baylor's action.
"I think it's a good move," Baylor student Patrick Bonds of
Denton said Wednesday.
"I think the Southwest Conference has been sort of dead for
awhile. So I think maybe this will help."
The Cotton Bowl's future could also be in limbo.
The SWC has had a representative in 57 of the 58 New Year's
Day games, but that could change with defections.
"I think it'll raise our caliber of play," another Baylor student.
Sonny Olivarez of Fort Worth, said of his school's vote.
"I think there'll be a lot more excitement the weeks before
games."
Texas A&M University meets with representatives from the Big
8 conference on Thursday, Texas Tech University and the Univer
sity of Texas meet on Friday.
