Senate adopts reforms for nursing home childrei
The Associated Press
AUSTIN — Reforms meant to improve con
ditions for disabled children in nursing homes,
including the creation of their own bill of
rights, have been adopted by a state Senate
committee.
Following a series of newspaper articles
outlining deficiencies in nursing home care for
children, the Senate Health and Human Ser
vices Committee unanimously approved re
forms such as the appointment of a single case
manager for each child in a nursing home.
The state also will establish a toll-free
phone line for complaints and information
about services to disabled children and create
a bill of rights for children in nursing homes.
Other changes include setting up an emer
gency fund for community services, develop
ing training programs for nursing-home work
ers who care for children and monitoring each
school district with children in nursing homes.
The reforms were passed Monday, the same
day that an advocacy group sued the state for
allegedly failing to properly serve the children.
The Senate committee hearing was prompt
ed by a five-day series last month in the
Austin American-Statesman. "The Lost Chil
dren" articles cited severe gaps in services
