Pregnant women charge hospital
for illegal cocaine experimentation

CHARLESTON, S.C. - A hos
pital cocaine treatment program
for pregnant women has been ac
cused of conducting drug tests
and research on the women with
out their consent.
The complaint filed against
Medical University of South Car
olina alleges that the hospital's re
search was published in a medical
journal without the approval of
the women or of the review board
required for experiments on hu
mans.
Filed Thursday with the Na
tional Institutes of Health, the
complaint accused the hospital of
conducting illegal experiments.
"It is as if since they are deal
ing with a population of indigent
African-American women, the
usual constitutional safeguards
don't apply," said Lynn Paltrow,
an attorney for the Center for Re
productive Law and Policy.
A hospital spokesman dis
agreed, saying the program is for
drug-treatment, and is not an ex
periment.
In the 5-year-old program, any
one who comes into the hospital
signs a consent form agreeing to
drug-testing if their doctors deter
mine such tests are needed,
spokesman Scott Regan said.
Women who test positive for
cocaine during pregnancy are
then subject to arrest if they don't
participate in the drug treatment.
County Solicitor David
Schwacke said that 40 women
have been arrested on various
charges since the program began.
Twenty-nine went through pretri
al intervention, which includes
drug treatment.
One woman pleaded guillj
and was sentenced to probatior

Commission to vote on toll road proposal

HOUSTON — A proposal to
build the state's first private toll
road could move one step closer
to reality this week, when the
Texas Transportation Commission
is scheduled to vote on the Lare-
do-area project.
The state Department of Trans
portation staff has recommended
approval of the project, calling it
"feasible" in a draft analysis, as
long as a Mexican highway is con
structed to feed traffic to the toll
road.
Camino Colombia would con
nect the Colombia Solidarity
Bridge at the international border
northwest of Laredo with Inter
state 35 north of Laredo. The route
would be entirely on land owned
by 13 families backing the project.
Camino Colombia President
Carlos Benavides said he believes
the toll road could succeed with
out the new Mexican highway,
"but with that connector we are
going to be that much better."
The draft report says the Mexi
can road would guarantee
Camino Colombia could produce
sufficient revenue for a proposed
$46.3 million private bond issue to
fund construction and operation
of the 22-mile road.
