Slocum said the NCAA's decision was fair, but he disagreed with the system in which the decision was made. He said an entire institution should not be punished for the actions of a few. "I couldn't be more disappoint ed," Slocum said. "It's one of the real unfortunate things about the system. If a player breaks a rule, he should be punished. If a booster violates the rules, he should be punished. But don't punish an in stitution and our innocent students and former students." Although the final report did not stipulate that the University had any direct part in the incident, it found A&M had a lack of "insti tutional control" in its summer job program. The summer job pro gram also was the focus of NCAA sanctions in 1989. Since the sanctions were handed out, A&M interim president E. Dean Gage has moved the authori ty of the summer job program away from the athletic department to the career placement center. "Our position clearly is to build upon the strengths we've been working so hard for the compliance program to build," Gage said. "We will continue to do everything pos sible in our ability to accomplish our goals of complete compliance." Gage said he had "no real thought" about a possible lawsuit against Gilbert. The sanctions came at the peak recruiting period for college root- ball. Although Slocum said A&M will have a good recruiting year, the sanctions have had a negative impact. "It's something that has been used by our rival coaches," Slocum said. "They've used it to try to -paint a bleak picture of our pro gram." The ramifications from the NCAA's actions have a more far- reaching effect than just Texas A&M. The Southwest Conference as a whole will be affected by the loss of television revenue that A&M usu ally brings. Texas A&M had 10 televised games this season, includ ing nationally televised games against Louisville and Texas, and Notre Dame in the Mobil Cotton Bowl. That television money as well as bowl appearance money is split up between the eight conference schools. With A&M ineligible for television or a bowl game, the loss of revenue will put the squeeze on smaller schools, such as Texas Christian University. "It's more of a sanction to the rest of the conference than it is to A&M," said Frank Windegger, TCU athletic director.
