Perry said one area he believes
will help Texas farmers and
ranchers is to increase processing
of their commodities in the state.
He said his department has
been active in helping new pro
cessing ventures find capital.
"There are still so many people
out there who don't realize agri
culture's importance in providing
job opportunities and strengthen
ing the economy," he said. "In the
past three years, we've helped put
almost 5,000 people to work while
creating an additional $450 mil
lion in economic impact."
Perry said he might consider
running for the U.S. Senate in
1996, but added, "There are a lot
of ifs that would have to be put
in place, a great many as a mat
ter of fact." One of those, he
said, would be the election next
year of a Republican governor to
appoint his successor.

"If George W. Bush is the gov
ernor of the state of Texas, I
would probably consider doing
that. If Ann Richards is the gov
ernor of the state of Texas, I can
assure you I will stay as the agri-
culture commissioner of the
state," he said.
South Africa could not safely make the
transition to democracy unless the stan
dard of living for blacks, who make up the
majority of the population, improved.
He said it was crucial for the United
States to "encourage commercial activity,
encourage stability, encourage economic
growth through trade."
Brown, who is black, said the civil
rights struggle in the United States had
proven that "legal equality is not the end.
It is only the beginning."
"Apartheid created vast inequities that
threaten economic growth ... and threaten
the stability of the government to be elect
ed next April," he said.
South Africa holds its first national elec
tion to include blacks on April 27.
Brown arrived Saturday and returns to
Washington on Wednesday.
