JUST THE BEGINNING
Kids get high from fuel-efficient additives
The Associated Press
AUSTIN — Gasoline additives to boost fuel effi
ciency and engine performance are being increasing
ly abused by youngsters as an inhalant to get high,
authorities say.
Police and school officials say they are seeing a
disturbing rise in the number of youths who are
sniffing octane booster, known on the streets as
"OB” or "Tolly.”
"We're seeing young kids — 11-, 12 -and 13-year-
olds — going down the hall sniffing out of rags be
tween classes," said police officer Billy Sifuentes.
Health officials say octane booster is a potentially
deadly inhalant that contains a high percentage of
toluene and other toxic chemicals. It can cause kid
ney and brain damage, chemical hepatitis and sud
den sniffing death syndrome.
The additive can induce hallucinations, lower in
hibitions and increase paranoia, said Dr. Richard
Scatterday of Irving, an expert on youth inhalant
abuse.
"Kids like the euphoria and it's something that
they can buy or smuggle out of the store pretty easi
ly," he said. "It definitely has a high profile among
the products that are used for inhaling."
In Texas, it is illegal to sniff octane booster or sell
it to a minor.
In recent weeks, six Austin youths have been ar
rested for octane booster sniffing, including four
found inhaling the product at a school campus after
school hours.
A junior high student told the Austin American-
Statesman that after inhaling octane booster for one
year she is forgetful and sometimes thinks about
killing herself.
"I don't think I'm all there. It ate all my brain
cells," she said.
The youngster said she realizes she is addicted to
inhaling octane booster, and that it will hurt her. But
she says she can't stop because it helps her forget
about her problems with her boyfriend, school,
mother and the law.

ley said. "From the information
we obtain, we hope to craft a
strategy about future legislation
concerning higher education and
will conduct our research accord
ingly."
Karla Staha, legislative study
group chairman, said she antici
pated some of the discussion
group topics more than others.
"We are especially concerned
about formula funding since it's
something LSG has talked to ad
ministrators about and will be re
searching in the future," Staha
said. "Also, I'm personally very
interested in the cliscussion group
concerning President Clinton's
health care plan and the effects it
might have on Texas A&M."
Bill Presnal, director of the of
fice of public policy, said be
thought the discussion group top
ics would appeal to all of the sum
mit participants.
"Some of the topics are geared
toward larger universities and
others might appeal to more
smaller colleges," Presnal said.
"They really appeal to a wide va
riety. I expect the discussion lobe
healthy."
