Senate gives go-ahead
to national service plan
57-40 vote approves $1.5 billion in funding

WASHINGTON - The Sen
ate gave final approval Wednes
day to a $1.5 billion compromise
version of President Clinton's
plan for students to earn college
money in exchange for national
service.
The 57-40 vote gave Clinton
the first all-new program of his
administration. The bill now
goes to the White House for his
signature.
Clinton said the vote was "in
the best sense of reinventing
government." He praised the
Senate action as "yet another
opportunity for change for the
American people."
The program could be up and
running by next June, said Eli Se
gal, who heads Clinton's Office of
National Service. The legislation
goes into effect on Oct. 1.
The bill was supported by 51
Democrats and six Republicans
while four Democrats and 36 Re
publicans opposed it.
"On the one hand. President
Clinton says national service
will be the centerpiece of his ad
ministration and on the other
hand that he wants to reinvent
government," Sen. Bob Dole,
Kan., the Senate Republican
leader, said in a floor speech.
"Well, we think when we talk
about reinventing government
we're talking about less govern
ment, less new programs."
"The fact that our colleagues
misstate facts time and time again
... may be persuasive to some
people but it does not represent
accuracy; veracity or truth," Sen.
Edward Kennedy, D-Mass, said.
He said if the program did not
work. Congress could scrap it.
Sen. Nancy Kassebaum, R-
Kan., argued that the bill is
"fraught with ... overlapping pro
grams, unnecessary legislative re
quirements and cumbersome bu
reaucratic structures."
She called it ironic that the
Senate was considering the legis
lation a day after Clinton present
ed his "reinventing government"
plan to streamline the federal bu
reaucracy and cut costs by $108
billion over five years.
"We have lost a tremendous
opportunity ... to lead the way in
reinventing government," she
said. "We chose to take the old
tried and true way."
Sen. Harris Wofford, D-Pa.,
countered that the National Ser
vice program was an "innova
tive public-private partnership"
that is "part of a process of rein
venting government, not by
more government but by ignit
ing citizen action and citizen re
sponsibility."
Under terms of the compro
mise, students who complete two
years of community service work
can earn $4,725 a year to apply to
ward college tuition. Clinton ini
tially proposed $5,000 a year.
Participants also would re
ceive living allowances of at least
$7,400 a year and health-care and
child day-care benefits.
The plan allows 20,000 partici
pants in the first year, 33,000 in
the second year and 47,000 in the
third year, assuming an average
annual cost per participant of
$15,000. Spending would be lim
ited to $300 million in the first
year of the program, $500 million
in the second year and $700 mil
lion in the third year.

such song, "Still Got a Couple of
Good Years Left" shows a man's
special feeling towards a favorite
car, the family house and his wife.
The beautifully crafted "Talking
to God" is one to listen to over and
over again. Anyone who loves to
hunt, fish, camp and spend time in
the great outdoors will relate to
this touching message of seeing
God in nature.
Steel guitars and fiddles give
"Heartache Big As Texas" the old
Texas swing sound made famous
by Bob Wills and the Texas Play
boys.
The only disappointing song
found on "Bridges' 7 is the repetitious
be-bop song, "Linda Lu." The song
sounds a bit annoying and doesn't
fit into the album's pace.
A past winner of the Music City
New Entertainer of the Year and
Male Vocalist of the year, Shelton's
earlier successes include the singles
"Statue of a Fool," "Between the
Lines," "Rocking Year" and "Back-
roads."
Unfortunately, "Bridges" is not
as strong as some of Shelton's earlier
work. However, the songs on this
album such as "A Bridge 1 Didn't
Burn," "Still Got a Couple of Good
Years Left" and "Talking to God"
make this album well worth the pur
chase price and a definite purenase
for Shelton fans.
