U.N. sends envoy to Iraq for talks
Security Council persistent in monitoring missile testing

UNITED NATIONS - The Se
curity Council gave Iraq more
time to reconsider its refusal to al
low monitoring of missile testing,
saying Monday it will send a top
envoy to Baghdad for talks.
But Security Council diplomats
said that if Iraq persists in its defi
ance, the United Nations may
have to destroy the two rocket test
sites where video monitors have
been barred.
The Security Council last
month warned Iraq of "serious
consequences" if it did not coop
erate with U.N. weapons inspec
tors, yet Iraq has refused to allow
the monitors at two testing sites.
The standoff worsened Sun
day when Iraq rejected a U.N.
proposal to seal equipment at the
testing sites until the issue was
resolved. U.N. inspectors there to
seal the equipment abruptly left
Iraq on Sunday.
The move to dispatch Rolf
Ekeus, chief of the Special Com
mission on Iraq weapons inspec
tions, appeared to forestall puni
tive U.S. air strikes for now. He
was expected to arrive in the Iraqi
capital Thursday.
President Clinton, on vacation
in Hawaii, said Monday about
the issue:
"1 think I'll let them (the Unit
ed Nations) work on that a couple
of days. I may have something to
say about that later. They've got a
strategy. I want to let them do
their work for a couple of days be
fore I say anything."
David Hannay, the Security
Council president and British am
bassador, said weapons inspectors
"would have to consider destruc
tion" of the two sites if Iraq rejects
other solutions, like placement of
monitoring cameras.
"The Iraqi government is play
ing with fire, and I hope they will
stop playing with fire," Hannay
told reporters after the 15-member
council authorized Ekeus' visit.
Sending Ekeus was seen as a
last chance for Iraq, not as a U.N.
concession.
