The lawsuit, filed in federal court in Pecos, alleges the state and Gov. Ann Richards violated the federal Indian Gaming Regu latory Act when they failed to ne gotiate on the proposed compact, or treaty. “If she's not going to play the way she's supposed to, then we're going to play it the hard way,” said Manny Silvas, the tribe's lieu tenant governor. The 1988 gaming act allows tribes to open gambling opera- proves. The Tigua's executive gam bling commissioner, Vince Munoz, said tribal leaders feel confident the lawsuit will be sue- _ iallx_ because tribes the country have success fully sued under the regulatory act to get approval for gambling operations. Munoz also said the Tigua's Tribal Council on Thursday gave the go-ahead for the constructio: of a super bingo facility that hai been intended to be a precursor to the casino. Munoz said the tribe was going ahead with the high-stakes bingo operation, which has already been approved, because “we've got to build jobs for our people." HIGH ISLAND — Jefferson County officials are warning nudists that if they remove their clothes along with litter in a beach-cleaning program they'll wind up busted. “If they break the law, the sheriff's deputies will arrest them," Jefferson County District Attorney Tom Maness said. “It's illegal in Texas to intentional ly expose your genitals. It's a Class C misdemeanor. It's against the law to gallivant naked in Texas." Rusty Haway, a spokesman for UBFree, said Wednesday his group would bring in more than 100 nudists from across Texas and Louisiana to help out in the Adopt-a-Beach program April 24. The beach is along an isolated stretch of Texas highway 87, which runs parallel to the Gulf of Mexico shoreline along the Jefferson-Chambers county line. Haway said the group has used that area of the coast for years and posts signs to warn those who might be offended that people in the area practice nudism. Haway said his group would check in - fully clothed — with the Chambers County Adopt-a- Beach coordinator, then go to the section of beach they normally frequent, disrobe and collect trash. "Nudists have been going there for years,' Haway said. "It's such an isolated place." County Commissioner Waymon Hallmark, whose recinct includes the beach, told the group members e can't tell them to stay away, but wants them to show up clothed. A spokesman with the Texas General Land Office, which helps organize the beach cleanup along the Texas Gulf coast, said the office neither condones nor condemns private groups taking part in the cleanup Ron Calhoun, land office spokesman, said the office depends on local Adopt-a-Beach coordinators to line up volunteers for the cleanup.
