One thing that schools can do
to help is to install a short, simple
auditory discrimination program
for young children, Montecel
said.
"The program will probably
only take about six weeks, but
you and the children will defi
nitely know the difference," she
said.
Montecel also spoke about
two efforts of her organization
that have given new insight into
school success for all children un
der the new approach.
The first was a longitudinal
study of a Texas school district
over two and a half years that
found, through interviews with
children in school and those who
had dropped out, that the school,
the family and the community
must help a student do well and
remain in school.
"For the young people who re
mained in school, there was al
ways one part of the triad that
worked for each student," she
said. "If the school wasn't pro
viding the needed support, the
student could rely on the family
or someone in the community to
provide reassurance."
Another IDRA effort was de
velopment of the Coca-Cola Val
ued Youth Program over the past
eight years.
The Valued Youth program
has been validated through the
U.S. Department of Education's
National Diffusion Network, and
has been recognized for academic
excellence by the U.S. Depart
ment of Education's Office of
Bilingual Education.
The program, which provides
elementary school children with
middle and high school student
tutors, proceeds from the belief
that all children are important,
Montecel said.
The program tutors "at risk"
students, those who make poor
grades and have poor discipli
nary records, she said.
"We act on the idea that these
students are important, and they
can contribute something from
themselves," she said. "And as a
result of participating, these stu
dents are staying in school, be-

The successful programs stem
from three ideas that are funda
mental to any effort that works,
Montecel said.
The effort must first value
children, she said. Secondly,it
must provide support to children
in ways that traditional school
programs do not.
"Programs that work concern
themselves with making sure
that children are fed, not ill, and
that they are caring for the entire
person, including the mind,"
Montecel said.
Third, parents and communi
ties must be meaningfully in
volved in the effort, and must be
given positions of leadership and
responsibility, she said.
"Based on our experience and
research, these are the three char
acteristics that I feel must be in
cluded in any effort that is going
to appropriately support chil
dren, especially minority chil
dren, in school success," she said.
"We have to listen to the children
and learn what they need most."
