Bush will honor his 1,000th Point of Light on New Year's Eve, thus fulfilling what began as a rhetorical flourish in his 1988 convention speech and became a signature program to acknowledge com munity service. C. Gregg Petersmeyer, who has shep herded the project from the beginning, once harbored visions of all 1,000 points marching down Pennsylva nia Avenue in Bush's second inaugural parade. Now Petersmeyer — and presumably the program — will exit office with Bush in January.
