WASHINGTON — Shrimpers in the Gulf of Mexi co and the southeastern Atlantic Ocean now face ex panded federal regulations designed to protect sea turtles and minimize their chances of drowning in shrimpers' nets. The National Marine Fisheries Service on Tuesday implemented expanded guidelines governing the use of turtle excluder devices on shrimping vessels — equipment that has been hotly contested by shrimpers. The devices, known as TEDs, are escape hatches to keep air-breathing turtles from drowning in trawler nets, which can be dragged for hours at a time. Environmentalists and conservation groups pushed use of the TEDs, citing the presence of five threatened and endangered turtle species in southern U.S. waters, including the endangered Kemp's ridley. The National Academy of Sciences estimates that prior to partial implementation of TEDs regulations in 1989, up to 55,000 sea turtles died each year in American shrimp nets. The full effect of the changes won't be felt until the end of 1994. But as of Tuesday, all shrimp trawlers over 25 feet operating in offshore waters were re- American shrimp nets.
