Residents of a nearby neighborhood have launched a second series of complaints about topless women being permitted on a golf course owned by the city of Round Rock during tournaments sponsored by Austin nightclubs. Bill Robertson, president of the Oak Bluff Neighborhood Council, said his first official complaint about topless women on the Forest Creek Golf Course was soon after the course opened in 1990. "\ called the city and complained about it and they said it wouldn't happen again, and yet it did,” Robertson said Monday. "The city, allowing topless participation on a golf course next to our neighborhood, doesn't depict itself as responsible government,” said Robertson. Oak Bluff resident Arvella Goodrum said she was driving along Forest Creek Drive on Sept. 28 when she noticed two women as she passed the eighth tee. ”1 was shocked,” she said. ”1 turned around and went back to see if I really saw what I saw. Morris Parrish wants to pull the welcome mat out from under bands whose performances be calls obscene. But his idea isn't winning much support. 'T do think Morris is kind of alone on this,” said Mayor Pro Tern FJarry Joe. Trying to prevent obscenity at the city- owned structure is "an exercise in futility,” said Mayor Roy Brown, who with stadium officials promised the concerts would continue. Brown said he wants Texas Stadium Corp., which leases the structure, to make money. But Parrish has asked the council to pressure stadium officials to quit booking what he considers raunchy acts.
