MATAMOROS, Mexico— An

sacked and burned the election
headquarters in this border city af
ter guards began to beat demon
strators.
Isidro Canales, who witnessed
the confrontation, said opposition
party leaders were trying to enter
the building when they were re
buffed by a group of camouflaged
guards armed with night sticks.
Canales said the guards beat
one woman, sending her to the
hospital.
That attack angered the people
and they began to riot, witnesses
said.
Several others were injured. The
burning started after guards used
tear gas to disperse the crowd out-
side the building where votes
from Sunday's balloting were be
ing counted.
A pile of furniture smoldered
Wednesday afternoon near the
doors of the blackened election
headquarters.
People milling in the street dis
played ballots they said came from
the building and showed proof of
vote fraud.

Nursing home head denies problems

AUSTIN— The former head of
a Hondo nursing home where
seven handicapped children died
in the last half of 1991 says neither
state investigators nor her staff
told her of problems at the home.
"I was very proud of the fact
that the facility was running very,
very well," said Barbara Doyle,
former administrator of Heritage
Manor Care Center of Hondo,
about 60 miles west of San Anto
nio.
Doyle testified Tuesday at the
end of a two-day disciplinary
hearing in Austin. She said she
took a troubled nursing home in
1990 and turned it into a quality
facility before she left in Decem
ber 1991.
But mothers whose children
died at the nursing home and two
former staff nurses disagreed with
Doyle.
The Texas Board of Licensure
for Nursing Home Administrators
has charged Doyle with violating
state nursing home laws.
The board could revoke her li
cense.
Doyle said no one told her the
Heritage Manor needed improve
ment.

AUSTIN— Gov. Ann Richards
had some advice Wednesday for
Texas insurance consumers: You'd
better shop around.
Richards and other state leaders
unveiled a new consumer guide
and a beefed-up hot line for insur
ance shoppers.
Their hope is that the steps will
lead to more comparison shop
ping and more competition, thus
better services and lower prices.
"That's how the market is sup
posed to work and that's the way
our flexible price system is de
signed to work," she said.
The system allows companies
to charge up 25 percent above or
30 percent below the standard
rate for insurance. But the system
relies on consumers doing their
part, Richards said.
"With flex band, companies still
have room to compete with each
other, but do not have room to ex
ploit the Texas consumers. The
consumer is the key. With the
range of price options that are
available to insurance buyers,
they indeed do need to go shop
ping," Richards said.
Claire Korioth, chairman of the
State Board of Insurance, said in
surance rates have risen overall
about 1.9 percent since the flexible
price plan went into effect in
March.
Insurance companies had been
asking for bigger rate increases -
in some cases as much as 26 per
cent — before the system was ap
proved, Korioth said.
"Overall, we've seen what we
hoped we would see, and that is
rate stability. We haven't seen any
wide fluctuations at all," she said.
"Basically, our hot line is going
to be one of the key tools to seeing
that insurance consumers get a lit
tle bit more sophisticated,' 7 Korio
th said.
Callers can get rough rate esti
mates as well as information on
the stability and consumer service
records of insurance companies.
But they should not rely on the
hot line as their sole source of in
formation, Richards said.
"The state is not here to do
their shopping for them. We can
supply all of the information that
is available. But taxpayers are not
in the business of paying their
money for people who are too
lazy to do their automobile or
homeowners insurance,’
Richards said.
