Japan is shipping the plutoni um home to fire up a new genera tion of nuclear fast-breeder reac tors. Greenpeace opposes the shipment and is tracking it, saying the plutonium poses huge dan gers ranging from a spill to an at tack by terrorists seeking nuclear bomb-making material.
